Accessibility Coordinator – Languages
Our Accessibility Coordinator - Languages serves as the City’s Language Access Coordinator, responsible for promoting language access and accessibility throughout the City of Colorado Springs organization.
In this position, you will be responsible for helping residents and visitors access City facilities, programs, services and activities by ensuring effective communication through our Limited English Proficiency program and Language Access Plan.
The City’s Office of Accessibility works to improve access to City facilities, programs, services, and activities. We are dedicated to assisting persons with disabilities and individuals with limited English proficiency. You will help ensure the City’s compliance with Title VI of the Civil Rights Act, and other applicable federal and state laws and regulations. This position has direct exposure to and impacts all City departments and makes a difference in the lives of our residents and visitors by coordinating compliance with internal department stakeholders. This includes developing, coordinating, implementing, and monitoring City-wide compliance with various accessibility laws and requirements including the Civil Rights Act.
You will also aid the Office of Accessibility with other areas to include project management, website accessibility, accessibility transition planning, facility and infrastructure accessibility improvements, and resolving residents’ and visitors’ concerns.

Essential Functions - the basic job duties an employee must be able to perform:
- Conduct needs assessment for language access services
- Provide regular training in regard to Title VI of the Civil Rights Act, Limited English Proficiency, and the City’s Language Access Plan (LAP)
- Create program processes and deliverables, for example, establishing, tracking, and evaluating the effectiveness of language access services and the City’s LAP
- Develop and maintain a list of language access providers and internal liaisons within each department
- Lead community engagement efforts to identify best practices and service gaps involving language access
- Participate in the development and implementation of goals, policies and procedures related to the City’s compliance with Title VI of the Civil Rights Act
- Provide technical assistance regarding Title VI of the Civil Rights Act provisions and related City policies to staff
- Manage and oversee implementation of the City’s LAP
- Coordinate and create LAP training for City employees
- Serve as the primary point of contact for the City in responding to language interpretation, translation, and other related Title VI requests from the general public
- Prepare contract documents, including RFPs and service agreements
- Serve as the City’s point of contact to receive, investigate, and coordinate responses for all complaints and feedback regarding the City’s LAP, language access services, and compliance with Title VI of the Civil Rights Act
We are looking for candidates who demonstrates:
Knowledge of:
- The Civil Rights Act of 1964, other language access laws and regulations, and their application to governmental entities
- The four-factor analysis and common data sources for determining limited English proficiency needs
- Quality standards and effective practices in language assistance services suited to different settings, communities, and resource availability
- Compliance best practices related to developing, implementing, monitoring, evaluating and auditing a language access plan
- Procurement experience with third-party contracts for Limited English Proficiency (LEP) translation and interpretation services
- Analyze problems, identify solutions, and make recommendations
- Train and educate staff on organizational language access policies, procedures and service provisions
- Demonstrate cultural competency with diverse communities; including, but not limited to, Spanish, Korean, Mandarin, Tagalog, Arabic, German or Vietnamese primary language communities
- Deliver training in an informative and engaging manner
- Work effectively with diverse groups of people and individuals
- Resolve conflict and safeguard confidential information
- Bachelor's degree from an accredited college or university with major coursework in business administration, public administration, social sciences, language or a related field. Significant related experience will be considered in lieu of education
- Three years of full-time responsible experience in developing and implementing employer-based compliance and accommodation programs mandated by federal and state laws, including Title VI of the Civil Rights Act
Additional appropriate education may be substituted for the minimum experience requirements.
- Proficiency in a second language, such as Spanish or American Sign Language
- Formal training or education in Title VI, Language Access Plan or a related field
The City of Colorado Springs offers additional compensation depending on the position, area of assignment, and specific job assignments, including shift differential, pay differential, acting or lead, special assignment, hazard pay, longevity, cell phone allowance, uniform allowance, relocation, awards, standby, call out, compensatory time off, tuition, overtime, extra duty, incentive, holiday premium, proficiency, and vacation sell back.
