Employee will work independently to oversee all federal grants and accounting functions within the Office of AML&R. Performs professional accounting work overseeing state budget and financial reporting and federal grants management for the Office of AML&R. Ensure state and federal financial reports are prepared according to Generally Accepted Accounting Principles (GAAP). Ensure grants are being reported accurately and funds are disbursed according to state law and federal grant requirements.
The duties will require reconciling budgets (draws/expenditures) on a weekly basis, performing real-time auditing of pay applications, expenditures, transitions etc. The position will correspond with Vendors, Engineers, Project Managers, and other staff within DEP and be responsible for gathering and interpreting information of all projects' progression, status, costs, completion date, change orders, etc. to provide in reports to the Federal Office of Surface Mining.
Employee will maintain a database of all payments, maintain spreadsheets for each current grant, keeping track of money spent, progression of each project, current status and close-out date. Meet with Office of Surface Mining and DEP Budget and Grants Office to review all Open Grants and Performance supplying information on all Grant projects. Work with Office of Surface Mining and DEP Accountants with Closing of Grants.
Employee will maintain continual reconciliation of multiple federal grants for the Office of AML&R to ensure liquidity of funds.
Employee will serve as a liaison/consultant between the Fiscal Services Section, specific program management, and other state and federal agencies. Review expenditures for all specific program grants. Prepare and review financial statements to ensure that data meets federal requirements relating to the budget activities within the specified program. May contact several different sources to gather data to review and analyze budget transactions before grant closure.
Employee will prepare a variety of professional accounting reports that relate to procedures, financial positions, budgets, and operational results. Coordinate, design, compile and produce federal required and internal financial reports by using several programs including Excel, Word, Crystal and Business Intelligence through OASIS. Prepare annual financial reports for specified program as required by the U.S. Department of the Interior.
Employee will also provide assistance to external contracted CPA firms performing the Single Audit. Prepare GAAP closing book information, and review financial data to ensure the reports are correct and follow GAAP as well as federal standards.

Minimum Qualifications
Training: Bachelor's degree from an accredited college or university with at least 24 semester hours in accounting.
AND
Experience: Two (2) years of full-time or equivalent part-time paid experience in professional accounting, statutory accounting or auditing work.
OR
Substitutions: (1) Master's degree in accounting may substitute for the required experience. (2) Certification or registration as a Public Accountant in West Virginia may be substituted for the training and required experience.
Promotional Only: One (1) year of full-time or equivalent part-time paid experience in the Accountant/Auditor series.

PG: 15 $35,994 - $66,589
Market Rate: $58,670
