General Description of Duties

Under direction, the purpose of the position is to perform advanced and specialized accounting support tasks according to generally accepted accounting principles, established procedures, departmental guidelines, and regulatory requirements applicable to the work. Employees in this job classification function in a senior support capacity to accomplish assigned functions according to established schedules, calendars, projects, and programs of the assigned department. Work includes preparation, review, reconciliation, recording, processing, balancing and distribution of financial and related data, e.g., expenditures, funds processing, accounting records and reports, budget amendments.

Essential Job Functions

  • Performs moderately complex accounting support work and accounts maintenance functions according to generally accepted accounting principles, established procedures, departmental guidelines, and regulatory requirements applicable to the work, e.g., general ledger accounts, purchasing, billing, invoices, budget transfers; payroll, accounting records and reports, payroll transactions and reports, Fuel Tax Return, and abandoned property report to State (Vendor Checks).
  • Examines expenditures to monitor budget compliance; maintains and updates critical logs, records, backup files, lists, and accounts, as applicable to the assigned functional area.
  • Balances various general ledger accounts; prepares, processes, and posts various billings/payments/revenues/monies/funds received by the assigned work unit; processes payments or invoices; accounts for all funds processed daily, Reconcile multiple bank statements and prepare Journal Entries for all departmental billings.
  • Assists in Maintaining various databases, case file inventory and schedules; generates a variety of records, lists, forms, reports and/or statements relating to department functions; prepare, issue, renew or evaluate requests for bids and/or proposals; prepares a variety of fiscal documentation, e.g., debit memorandums, cash receipts, deposit slips, transaction logs.
  • Performs verification and reconciliation tasks for fund accounting transactions according to department checks and balances procedures.
  • Performs follow up on billing, invoices, and/or customer accounts, as applicable to assigned department.
  • Performs a wide variety of administrative support duties in supporting unit functions, i.e., answering telephones, processing unit mail, copying materials.
  • Receives and responds to inquiries concerning records and assigned accounts; provides resolution, information, or direction accordingly.
  • Participates in unit cross-training initiatives to acquire knowledge and skill sets to support efficient functioning of the assigned work unit.
  • Reporting Disbursement/Warrant Report through agenda item.
  • Performs duties as assigned/necessary which are related, or logical in assignment to the position.

Minimum Qualifications

Education: High school diploma or GED.

Experience: Four (4) years' experience in accounting support work that demonstrates the ability to maintain accurate and detailed financial data in an automated systems environment.

Miscellaneous: Must possess and maintain a valid Florida driver's license.

Knowledge, Skills and Abilities

  • Thorough knowledge of pre-established local, State, and Federal policies, procedures and regulatory requirements applicable to the work.
  • Thorough knowledge of basic bookkeeping and general accounting principles and techniques.
  • Skill in performing moderately complex mathematical computations and tabulations accurately and efficiently; intermediate level business mathematics, including addition, subtraction, multiplication, division, percentages and decimals.
  • Ability to utilize personal computers, standard office equipment and standard software applications, e.g., word processors, database software, spreadsheet applications.
  • Ability to communicate professionally verbally and in writing.
  • Ability to organize work, prioritize, meet established deadlines, and follow up on assignments with minimum direction.
  • Ability to interpret a variety of instructions in written, oral, or schedule form.
  • Ability to establish and maintain effective working relationships and communications with co-workers, department management, businesses, other fiscal organizations, and the general public.

  • Physical demand: Sedentary
  • 20 pounds maximum lifting.
  • Occasional (up to 1/3 of the work time) lifting, carrying up to 10lbs., pushing and pulling.
  • Some occasional walking or standing may be required.
  • Expressing or exchanging ideas by spoken word or perceiving sound by ear.
  • Good eyesight for protection and safety of self and others.
  • Physical agility is required in kneeling, bending, stooping, and reaching.

Medical Health Reimbursement Account (HRA): The County contributes $500 per employee or $1,000 for employee plus dependents, for medical and prescription-related expenses.

State-of-the-Art Employee W ellnes s Center: The County provides a private health center for County Employees and eligible dependents. The Employee Wellness Center offers an array of primary care services, including sick visits, enhanced by x-ray services, pulmonary tests, lab work, and a dispensary offering over 200 generic medications onsite. Services at the Wellness Center are offered at no cost to the employees and their eligible dependents.
  • Employees who are enrolled on the County’s Medical plan have access to the Employee Wellness Center on day one of employment. The Wellness Center is available to patients 8 years of age and older.
Basic Life Insurance Policy: At no cost to the employee, equal to one time the employee’s annual salary, rounded to the next thousand dollars. Employees can opt to buy additional Life Insurance.

Short-Term and Long-Term Disability: At no cost to the employee. The County offers Short-Term and Long-Term Disability at 60% of the employee’s weekly base salary. The employee has the option to purchase an additional 10% coverage.

Membership in the Florida Retirement System: This benefit cannot be easily matched by a traditional 401k plan. Current County contributions are:

  • Regular Class - 11.91%
  • Special Risk - 27.83%
  • Senior Management - 31.57%

The Florida Retirement System (FRS) offers two retirement plans — the Investment Plan and the Pension Plan. Both plans are subject to a mandatory 3% employee contribution.
