This position is located in the Office of Neighborhood Safety and Engagement (ONSE) which is responsible for the coordination of violence prevention strategy and programs in the District of Columbia with a focus on utilizing public health approaches to respond to and prevent violence. The Office seeks to reduce violence by identifying, recruiting, and engaging individuals determined to be at high risk of participating in, or being a victim of, violent crime into positive behavioral reinforcement activities.

The Office collaborates with other District government agencies and nonprofit organizations to provide immediate wraparound services to victims and families affected by violent crime. The Office also coordinates with District agencies and community-based organizations to develop violence prevention programs for individuals residing in priority neighborhoods or who are most at risk of participating in, or being a victim of, violent crime, including through the use of financial incentives for participation. The Office develops positive relationships with youth and adults using best practices associated with the intervention and prevention of violence while using positive behavioral reinforcement activities.

Major Duties and Responsibilities

Serves as principal advisor on the administrative management and use of financial, physical resources, contract, procurement, human resources, security, reporting, and other related functions. Provides leadership in the development of goals and priorities by analyzing resource requirements and recommending approaches that will best support the goals. Coordinates with facilities management to repair, alter or move facilities though D.C. Government services or with outside vendors. Work with staff at Department of General Services to coordinate office moves, equipment deliveries and retrieval, and furniture acquisitions. Oversees management of services related to the planning and layout of office space. Monitors the design of office layouts, schedules of alternations and repairs, building renovations, and relocation of personnel to new locations, as provided by the Department of General Services. Assures efficient and effective space utilization, as well maintaining a safe and productive work environment. Conducts space utilization studies necessary to ensure economy of space utilization and adherence to District of Columbia space and occupancy standards. Analyzes and evaluates space utilization policies, methods, and procedures, and generates reports concerning property utilization. Provides assistance to management in resolving space utilization problems in a manner that promotes the efficient use of the resources and aids them in meeting their functional and aesthetic requirements. Conducts a variety of studies/projects related to administrative management and initiatives. Conducts research and fact-finding investigations, and analyzes, interprets, and documents projects. Provides critical analyses and evaluations of actual or potential effectiveness of current and/or projected administrative service activities. Based upon the assessments made, identifies actual or potential problem areas, trends, and/or areas of significant concerns. Develops, recommends, and implements policies for corrective actions, necessary to remedy deficiencies. Writes operational policies and procedures. Recommends the establishment of new and/or revised policies, procedures, and other documentation, as the need arises, to meet the goals and objectives more effectively. Makes recommendations to get the organization and operation in compliance. Reviews legislation to ensure that the organization is in compliance with the District and federal regulations. Provides guidance, consultation, and recommendation to operating officials on the implementation of organizational components.

Qualifications and Education

Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Bachelor’s Degree from an accredited four-year university in business administration, economics, finance, policy, project management, etc. is preferred.

Working Conditions/Environment

Work is normally performed in an office environment. Occasionally, the incumbent may be required to visit various locations within the District of Columbia.

Tour of Duty: 8:15 am to 4:45pm; M-F

Position Designation: The incumbent in this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel regulations, Suitability. This position has been designated as a security-sensitive position.
