Works under the general supervision of the Immunization Program Supervisor with moderate latitude for the use of initiative and independent judgment, performs complex professional and technical public health work in Public Health Region (PHR) 2/3 regarding the Adult Safety Net (ASN) Program. The work involved is generally educational in nature. This position conducts trainings and serves as a resource for all ASN providers, including PHR/LHD staff and the public. Reviews and provides education and technical assistance to healthcare and local health department staff on provider vaccine ordering. Assists in activities to review and evaluate immunization services and vaccine coverage rates. Interacts with local health department staff, other state and federal agencies, public and private providers, and the public daily regarding all matters concerning adult immunizations. Participates on community-based coalitions/collaborations focused on adult populations to increase immunization rates. Implement and coordinate special program initiatives and projects. Develops and presents to all populations using approved educational materials. This position is based in the DSHS – PHR 2/3 headquarters located in Arlington, TX and covers the 49 counties in PHR 2/3. Member of the Incident Command Structure in response to public health emergencies. Must comply with HHS, DSHS, Texas Department of Public Safety applicable policies/procedures/standards.


Essential Job Functions:
EDUCATION: Confers and participates with adult immunization providers, health care systems, and providers’ professional organizations regarding Adult Immunization Standards, coalitions, and adult task force activities. Participates in promotion of documentation of adult immunization data in the Texas Immunization Registry, ImmTrac2. Confers with providers regarding use of standing orders, reminder/recall, and/or other evidence-based strategies among providers to improve vaccine uptake among adults. Promote all adult vaccines including seasonal influenza vaccination. Coordinate with health equity officer to promote collaboration with community-level partners and organizations to decrease disparities in immunization coverage and access. (40%)

QUALITY ASSURANCE: Conducts education compliance visits to all ASN only providers enrolled in the Vaccine for Children-ASN Program in PHR 2/3, using site visit data collection tool to ensure that ASN policies and current storage and handling guidelines are enforced. Performs compliance visit follow-ups and works closely with regional Program Supervisor regarding site visit activities and follow-ups. Reviews monthly all ASN provider vaccine usage reports and temperature recording logs for completeness and accuracy prior to order approval and processing. Ensures provider’s enrollment is current. Provides technical assistance and quality assurance to ASN providers/staff. Consults directly with Program Supervisor and Austin Immunization staff on problems identified with ASN providers. Assists with vaccine distribution/re-distribution. (35%)

RECRUITMENT: Actively recruits providers for enrollment into the ASN program. Meets with providers and staff to determine enrollment status, discuss benefits, and use of ASN vaccines in the clinic
setting. (15%)

REGIONAL SUPPORT AND DISASTER RESPONSE/RECOVERY: Completes all routine DSHS reporting/training in a timely manner. Participates in regional assignments/duties/special initiatives. Being required to work other than normal business hours in order to respond to public health emergencies. May require an alternate shift pattern assignment and/or location. Actively participates and/or serves in a supporting role to meet the agency’s obligations for disaster response/recovery/Continuity of Operations activation- requires completion of at least Incident Command System 100, 200, 700 and 800 courses. Maintains compliance with DSHS Policy, Fleet Operations and Management & Procedures and Standards, and a current valid Texas Driver's License. Maintains compliance with DSHS Immunization Policy: required serologic evidence of immunity to, or documented evidence of vaccination against measles, mumps, rubella, varicella (chickenpox), Tdap, and annual vaccination against influenza (and hepatitis B if applicable). Other duties as assigned. (10%)

Registration or Licensure Requirements:
Graduation from an accredited Associates degree program with at least 2-years' experience in public health or a healthcare environment, preferably working with vaccines and vaccine management or delivering customer service or technical assistance to healthcare providers and staff. Graduation from an accredited four-year college or university with coursework in administration, public health, health education or related field, preferred.

Certified as a Community Health Worker, preferred.

Graduation from an accredited four-year college or university with coursework in administration, public health, health education or related field, preferred.
