Position Information

THIS RECRUITMENT IS PROMOTIONAL ONLY. YOU MUST PRESENTLY BE A FULL- OR PART-TIME REGULAR OR PROBATIONARY COUNTY OF SONOMA, COMMUNITY DEVELOPMENT COMMISSION, SONOMA COUNTY FAIRGROUNDS, OR SONOMA COUNTY WATER AGENCY EMPLOYEE IN ORDER TO APPLY FOR THIS POSITION.

The Community Development Commission (CDC) has requested a department promotional certification to fill the Affordable Housing Assistant Manager position. The employment list established from this recruitment may be used to fill future full-time or part-time positions as they occur during the active status of the list. Qualified CDC employees who wish to be considered for future positions should consider applying to this recruitment. The Sonoma County Community Development Commission is a separate entity from the County of Sonoma and not within the County's Civil Service System.

Under the general direction of the Community Development Manager, the Affordable Housing Assistant Manager is responsible for the administration of the CDC’s construction services and property development and management programs that include the Flood Elevation and Earthquake Resistant Bracing System grant and Housing Rehabilitation and Commercial Rehabilitation loan programs as well as the Mobile Home Rent Stabilization Ordinances for the County and several local cities. The position ensures compliance with funding source reporting requirements, mentors and supervises staff, drafts construction bid contracts and other documents, and performs on-site inspections of construction projects.

The ideal candidate for the position will have:


  • Experience working with federal, state, and local funds and grant writing
  • A strong grasp of real estate lending, development, rehabilitation, and construction management principles and practices
  • Proven experience supervising employees who are administering affordable housing and community development programs
  • Experience drafting and reviewing contracts and other legal documents
  • Housing and Urban Development (HUD) training on the National Environmental Protection Agency (NEPA) environmental review process

Minimum Qualifications

Education and Experience: Any combination of education and work experience which can clearly demonstrate possession of the knowledge and abilities listed. Normally, three years of full-time experience as a Specialist in a county or city community development department would provide such opportunity. Supervisory experience is highly desirable.

License: Possession of a valid driver’s license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position.

Knowledge, Skills, and Abilities

Thorough knowledge of: affordable housing development programs; principles of housing finance; management techniques and practices; preparation of program budgets; and English grammar, vocabulary, spelling, punctuation, and composition.

Ability to: evaluate housing program effectiveness and cost benefits; understand and interpret statutes and regulations related to affordable housing development programs; plan and direct the work of others; establish and maintain harmonious and effective working relationships with the public, other employees, and other governmental agencies; make oral and written presentations to groups and organizations of various sizes; and use computerized equipment.

The selection procedure will consist of the following examination:

An Application & Supplemental Questionnaire Appraisal Examination (weight 100%) will be conducted to evaluate each applicant's application and supplemental questionnaire for satisfaction of minimum qualifications (pass/not pass); and for educational coursework, training, experience, knowledge, and abilities which relate to this position. Each applicant will be evaluated based on the following criteria:
  • Relevance of work history, related experience, and achieved level of education and/or training as described in the application and responses to the supplemental questions.
Candidates demonstrating possession of the minimum qualifications will be placed on an employment list in order of most qualified to least qualified based on the achieved score received in the Application & Supplemental Questionnaire Appraisal Examination. Scores may be adjusted based on such factors as the number of candidates, anticipated vacancies, past practice, and natural breaks in the scores achieved by this group of candidates.

ADDITIONAL INFORMATION

A background investigation may be required prior to employment. Candidates referred to departments for a selection interview are typically required to sign authorization and release forms enabling such an investigation. Failure to sign prescribed forms will result in the candidate not being considered further for that vacancy. Reference information will not be made available to applicants.
