Position Description


Performs highly advanced project management work. Responsible for providing guidance to the business and the Information Technology Division on Engineering Operations technology needs and specific priorities for assigned applications. Represents Engineering Operations on workgroups related to data and technology in the enterprise governance. Work involves establishing the strategic goals and objectives for projects; developing guidelines, procedures, rules, and regulation; and coordinating and evaluating transportation program activities. Oversees and coordinates transportation projects through all phases. Serves as a Lead Worker. Reports to the Engineering Operations Section Manager. Coordinates and evaluates the work of project staff. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 5 years experience in portfolio or project management, transportation planning, systems analysis, transportation engineering or related work. (Experience can be satisfied by fulltime or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.


Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle


Preferred Qualifications:

  • Project Management Professional (PMP)
  • Experience of working with software engineering teams delivering a global product at scale as a Scrum Master, Delivery Manager or similar
  • Knowledge and experience with setting up team frameworks and methodologies such as Scrum, Kanban and Lean
  • Working with engineering and product teams to deliver on tech and product goals
  • Strong experience of planning, estimating, and forecasting Understanding the value of facilitation and ability to apply techniques as appropriate
  • Able to foster more frequent collaboration and open dialogue within teams and stakeholders/customers
  • Experience of highly regulated environments and/or healthcare would be ideal but not essential

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
  • Sitting - prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
