DESCRIPTION OF WORK

The Children and Youth Assistant Administrator position is a professional, administrative position under the direction of the Children and Youth Administrator. This position assists with the daily operations and the administration of the state mandated, county operated Child Welfare Agency. A person in this position will demonstrate the System of Care Practice Model, which maximizes all resources around an individual or family. This system of care includes child and adult serving agencies and community partners that join with an individual or family to meet their goals.

This position will oversee managers of all clinical including CPS, GPS, Screening, GPS intake and ongoing.

  • Works closely with other senior leaders throughout the Human Services Division to achieve the best human services delivery system within the community, to integrate services within the division and community, and to build a positive culture throughout the division.
  • Provides direct supervision and training to assigned staff, including but not limited to management staff, administrative assistants, and support staff.
  • Provides direct supervision and support to staff to ensure the provision of services and implementation of laws, codes, programs, and policies prescribed by legislative bodies.
  • Interprets and implements all State Child Welfare Regulations, Child Protective Services Law, Juvenile Act, as well as maintains compliance with all Federal programs, legislation, and entitlements.
  • Performs public relations activities, such as public speaking, training (including interagency) and representing the agency at various community meetings, as assigned.
  • Works cooperatively with administrative/management staff to provide and gather statistical information, generate reports, and implement policies and procedures and agency best practice.
  • Ensures compliance is achieved and maintained in regulatory and fiscal requirements that govern LCCYS and that quality improvement processes are established to monitor best practices.
  • Verifies and distributes all changes in all Child Protective Services policies and procedures.
  • Oversees planning, training, case review, and program review functions for LCCYS.
  • Provides the Executive Director/Administrator with statistical analyses to identify trends as they pertain to the services provided to children and families.
  • Makes regular contact with service providers to obtain information regarding the services provided directly to the LCCYS children. Evaluates the delivery of services and assists with coordinating to assure the delivery of services is effective and appropriate.
  • Directs staff in performing audits of LCCYS - provided or contracted services.
  • Assists in preparation and conducting of public forums to solicit community response and participation in the development of programs and services.
  • Participates in interviewing new employees.
  • Participates in the preparation of State and County Plans and Budget Submissions.
  • Performs related activities as assigned by the Executive Director/Administrator.
  • Liaison to Law Enforcement Agencies, District Attorney Offices, Child Advocacy Center, and is an active member on the LCCYS Advisory Board.
  • Attends and maintains membership in County and Statewide Committees that pertain to Child Welfare operations.
  • Additional responsibilities include collaboration with other community agencies to promote and enhance social services delivery through joint program development, evaluation, and administration. Ongoing consultation with workers from the Statewide Adoption Network may also occur.
  • Other duties may be assigned as related to the needs of the agency.
  • The employee will attend twenty (20) hours of training annually to meet regulatory requirements.
Work Schedule and Additional Information:
  • Full-time employment.
  • Work hours are 8:00 am to 4:00 pm, Monday - Friday, with 30-minute lunch.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • Four years of experience in the field of public or private social work, including one year in an administrative or supervisory capacity in a children and youth social services program agency; and a bachelor's degree; or
  • Any equivalent combination of experience and training.
