Under limited supervision, provides oversight, management and support for all technology used throughout the City. Oversees network infrastructure services, enterprise application services, technical support services, and GIS functions within the Information Technology Department. Ensures that the quantity and quality of technology services delivered in the City are maintained at acceptable levels. Reports to the Director of Information Technology.

Specific Duties and Responsibilities

Supervises the operation of network, server, storage, security, and telecommunications infrastructure; enterprise applications, technical support services, client services and GIS functions within the Information Technology Department.

Coaches, guides and mentors assigned staff; assigns work and establishes work schedules; directs and supervises duties of assigned staff; reviews job performance, evaluates and makes recommendations as appropriate.

Plans and implements policies and procedures to support technology use and services. Manages the deployment, maintenance, support and upgrade of servers, end user devices, hardware, software, operating systems and printers.

Assists in the development, planning, and implementation of the overall strategic goals of the City’s Information Technology systems. Evaluates and recommends changes to current and future technology requirements to meet the City’s needs.

Plan, execute and manage projects and changes using project management and ITIL best practices.

Provide exceptional customer support services in addition to the technical services, providing feedback to customers and ensuring customer requests are fully resolved.

Work with City departments to ensure continued and expanded use technology, including implementation and coordination of training.

Develop and implement programs or procedures to enhance system effectiveness and efficiency.

Monitors and completes service requests, maintains technology / equipment inventory, and establishes and adheres to preventative maintenance schedules, utilizing the IT Service Desk.

Provides maintenance, installation and support of all Information Technology equipment including but not limited to personal computer systems; telecommunications equipment; printers; servers; local/wide area networks and wiring.

Manage Microsoft Active Directory infrastructure, including, but not limited to, the creation/deletion/modification of user accounts and groups, the creation/deletion/modification or sites and links, and the assignment/removal of permissions.

Manage Office 365 infrastructure, including Exchange Online configuration and setup/deletion/modification of accounts.

Provides cybersecurity and disaster/recovery measures to ensure safety and validity of systems and data.

Manages software license compliance and documentation.

Maintains City website.

Manages issues relating to installation, implementation, operations, and maintenance and troubleshooting of Central Square Technologies (CST) ERP software systems and third-party applications that interface with ERP.

Assists IT staff with networking procedures, technical problems, and methods.

Represents department at City Commission and other meetings when required.

Serves as acting director in the absence of the director.

Minimum Training and Experience

Requires a Bachelor's degree in Information Technology, or a related field, supplemented by at least six (6) years of experience (with two (2) years in a supervisory capacity) in managing information technology services and network operations.

  • Microsoft SQL Server – Last 2 generations
  • Microsoft Exchange Online
  • Microsoft Windows Client O/S - Last 2 generations
  • Microsoft Office 365
  • VMware Administration
or an equivalent combination of training and experience that provides the required knowledge, skills and abilities. Must possess a valid State of Florida Driver’s license.

Required Certifications:
  • ITIL Certification required within two (2) years of employment.
Substitution:
  • One (1) additional year of related experience may be substituted for one (1) year of college up to four (4) years of college.
  • A Bachelor of Science (BS) Degree is the equivalent of four (4) years of college.

  • Palo Alto Networks Firewalls Experience
  • Microsoft Certified Solutions Expert (MCSE) certification
  • Cisco Telephone Systems Experience
  • Project Management Professional (PMP) Certification
  • Cisco Certified Network Administrator (CCNA) Certification
  • Security+ Certification
  • Network+ Certification
  • A+ Certification
