Job Purpose

The Assistant Program Manager is responsible for managing the implementation and continuous improvement of processes related to participant recruitment, eligibility determination, orientation, and will be the primary point person for one of the Credential pathway within the Young Adult Opportunities Program. The Assistant Program Manager will regularly interface with multiple internal departments and external entities to facilitate the provision of contracted services and plan for future program initiatives and activities. The Assistant Program Manager is responsible for a team of staff that will implement program goals related to recruitment and eligibility determination. The Assistant Program Manager will train, coach, mentor, and guide team members and designate clear duties and responsibilities. In addition, the Assistant Program Manager plans, monitors, appraises, and reviews job contributions of team members and enforces Y.O.U. policies and procedures.

Essential Functions

  • Implement strategies to accomplish program goals as defined and directed by YAOP Program Manager.
  • Assist the Program Manager in the execution and achievement of the YAOP program model and contract goals.
  • Create reports in order to analyze data so that they can make recommendations to YAOP Program Manager about YAOP performance measures.
  • Assist in special projects and represent Y.O.U. in the community as requested.
  • Attend and participate in the YAOP Leadership Team meetings and Y.O.U. Leadership meetings.
  • Ensure proper procedural steps are used to create and maintain compliant participant files.
  • Perform other duties as assigned.

Recruitment

  • Oversee the creation and implementation of a recruitment strategy with the Participant Recruitment team to deliver program goals/outcomes. Includes overseeing of the Eligibility Determination Team and the Job Coach Team.
  • Maintain and provide Key Performance Indicator data internally to ensure the efficacy of recruiting efforts. Complete regular reports about recruiting efforts and outcomes for Program Manager, Senior Leaders, and funders.
  • Regularly research and build relationships with other comparable organizations throughout county who are recruiting teens and young adults for workforce development programs to learn best practices and benchmark Y.O.U. recruiting efforts.
  • Work closely with the teams from Y.O.U. Summer Youth Employment Program, Jobs for Ohio’s Graduates Program, and PACE to identify and recruit recent high school graduates.
  • Work with Y.O.U.’s development and marketing staff to develop participant recruitment materials.

Eligibility Determination Processes

  • Oversees continuous improvement of processes in registration, selection, and eligibility determination.
  • Trains and oversees the ongoing work of the Eligibility Determination Team as they provide the highest level of customer service to participants during validation process while also adhering to compliance rules related to determining funding eligibility.
  • Lead processes to assure information, documentation and databases are accurate and complete.

Orientation

  • Coordinate with YAOP Program Administrator and Senior Case Manager to ensure eligible participants are scheduled for YAOP Job Readiness Training (JRT)

Qualifications

Education

  • Bachelor’s degree in Business, Education or other related field from an accredited college or university preferred
  • Associates Degree plus 5 or more years of relevant experience can be substituted in lieu of a degree required.

Requirements

  • Minimum 1-3 years of management experience.
  • Must pass a background BCI/FBI check as a condition of employment.

Work Environment

  • This is a hybrid position. This position will work remotely 2 days a week and will be scheduled to work in an office setting 3 days a week. The work pace for this position is moderately paced where work is required for up to 2 hours at a time. Social interaction with clients and team members required frequently.
  • This position requires such physical abilities as sitting for computer and phone work for long periods of time, lifting up to 20lbs periodically and carrying office supplies, standing, and walking throughout the office buildings.
