ABOUT THE POSITION:
The City of Laguna Hills, California, is located in the heart of the Saddleback Valley in southerly Orange County and is bordered by Interstate 5 on the east, State Route 73 on the south, adjacent communities on the west, and the City of Irvine on the north. Incorporated in 1991, the City operates under the contract model utilizing core staff as supplemented by contract support services and enjoys a stable budget. The Associate Engineer is a direct report to the City Engineer and performs significant duties in support of the City’s Engineering, Public Works, Water Quality, and Capital Improvement Program functions. The individual best suited for this position will be able to work well with other staff, be able to work independently, and be able to make sound engineering judgements on a variety of topics and multidisciplinary issues. A person with experience in a contract-model City will be able to quickly adapt to this fast-paced environment and enjoy being exposed to a wide variety of responsibilities.

PRIMARY FUNCTION:
Under the general supervision of the City Engineer, the Associate Engineer performs a wide variety of high-level professional engineering office and field work duties. These duties may include engineering calculations, minor design, specification writing, quantity takeoffs, contract administration, plan checking, report writing, NPDES compliance, public assistance, permit issuance, plan tracking, and support services for the Public Works Supervisor, Water Quality Inspector, Public Works Inspector, and Parks Supervisor.

ESSENTIAL DUTIES: The duties assigned include, but are not limited to, the following:

Collect data; make engineering calculations; prepare quantity and cost estimates; perform minor design in the preparation of maps, drawings, profiles, easements, rights of way, and related matters.

Perform plan review and contract administration of public improvement projects.

Perform preliminary engineering studies and field investigations regarding streets, storm drains, parks, traffic conditions, and other public works projects.

Prepare project specifications, requests for proposals, and scopes of work for Engineering Services.

Prepare supporting documentation and reports for City Council and Traffic Commission.

Serve as staff liaison to the City’s Traffic Commission.

Direct the City’s NPDES compliance efforts and prepare all required reports.

Respond to resident inquiries regarding engineering, traffic safety, and public works issues.

Review improvement, grading, water quality, erosion control, and traffic control plans for conformance with City and industry standards and codes, and perform plan checking.

Provide public counter assistance, issue Encroachment Permits, and track engineering plans. Interface with private engineers. Review and prepare comments on planning applications.

Administer the annual Weed Abatement Program.

Assist the Public Works Supervisor, Parks Supervisor, Public Works Inspector, and Water Quality Inspector in their daily duties.

Represent the City Engineer in his absence. May be required to attend and/or facilitate day or evening meetings.

Establish and maintain effective working relationships with City staff, consultants, and the public.

Prepare local, state, and federal grant applications and ensure compliance with funding regulations.

Manage the implementation of the City’s GIS Program.

Perform related duties as assigned.

MINIMUM QUALIFICATIONS:
Knowledge of:
Modern office practices, methods, and computer equipment.

Record keeping methods and techniques.

Principles of business letter writing and report preparation.

Basic principles of physics, advanced mathematics, and practices used in Civil Engineering for field and office work including design, surveying, construction methods, traffic control, maintenance practices, specifications, cost estimating, and project administration.

Public speaking skills.

Customer service techniques.

Ability to:
Establish and maintain cooperative-working relationships with those contacted in the course of work.

Communicate effectively in English, orally and in writing.

Maintain complete records and prepare comprehensive reports.

Understand and follow oral and written instructions and work independently in the absence of the supervisor.

Operate modern office equipment including knowledge of Windows applications.

Make difficult engineering computations.

Develop design solutions for public works projects and interpret plans and specifications.

Understand engineering standards and related laws.

Conduct exacting engineering research and write technical reports.

Administer construction projects.

Support the street and parks maintenance operations.

Facilitate meetings and make public presentations.

Safely operate a vehicle.

Operate a Geographic Interaction System.

On occasion attend evening meetings or meetings outside City Hall.

Education and Experience:
Bachelor’s degree with major course work in Civil Engineering from an ABET accredited college, registration as an Engineer-in-Training, and a minimum of five years of public agency experience. Additional years of experience in a contract-model public agency are very desirable.

Licenses Required:
Must possess and maintain a valid California Driver’s License. Must possess an Engineer-in-Training registration. Registration as a Professional Civil Engineer in the State of California and possession of QSD/QSP certificates are desirable.

Physical Demands and Working Conditions:
Environmental Conditions: Office/field environment: travel from site to site, exposure to outdoor weather conditions, noise, dust, odors, vibrations, smoke, and other potential irritants found in residential, commercial, and industrial environments.

Physical Conditions: Essential functions may require moderate physical effort typically involving climbing and balancing, stooping, kneeling, crouching, crawling, lifting and moving of objects and materials of moderate weight (25‑50 lbs), standing for extended periods, and working in inclement weather.

Tools and Equipment:
Motorized vehicles, power and hand tools, cellular and regular telephone, calculator, computer, copy and fax machines, and other modern office equipment as necessary.
