JOB ANNOUNCEMENTAssociate Project Manager

Full time: 40 hours per week

Compensation: $72,000 - $78,000, health benefits, paid time off

Location: Point Reyes Station. Employee expected to work in CLAM office and visit job sites.

CLAM is a non-profit Community Land Trust (CLT) in Point Reyes Station. We are working on a 50-unit affordable housing rehab project, and actively acquiring and repairing existing homes for conversion to affordable housing. CLAM currently manages 18 units of rental housing, including three single-family homes and two small apartment buildings. CLAM’s team is collaborative and flexible.

Project Management

· Collaborate with Executive Director and Deputy Director to identify property acquisition and development opportunities in West Marin.

· Evaluate project feasibility by gathering information and performing research. Work with Directors to refine project proformas.

· Coordinate with consultants on real estate predevelopment activities, including project design, permitting, property upgrades, and new construction.

· Assist to establish and evaluate program performance metrics.

· Track projects in process.

· Manage Real Community Rentals program and incentives to encourage homeowners to create rental units and set rents at reasonable levels.

· Conduct outreach and talk with homeowners about CLAM’s age-in-place program.

· Collaborate with CLAM staff and outside agencies to provide ongoing financial education workshops.

· Participate actively as a member of CLAM’s housing team. Attend monthly Property Committee meetings.

· Administrative support as needed to support CLAMs program work.

· Participate actively as a collaborative member of CLAM’s housing team. Attend monthly Property Committee meetings.

Resident Management

  • Manage tenant selection process. Qualify prospective tenants, implement resident selection process (currently lottery).
  • With Office Manager, provide resident management support.
  • Actively promote and comply with all Fair Housing regulations, including fair housing marketing, application screening, waitlist management, and tenant selection.
  • Verify tenant incomes annually per funding including Section 8, and tax exemption requirements. File monitoring reports and forms.
  • Oversee applications and distribution of rental assistance funds, with support from the Office Manager.
  • Coordinate services with Building maintenance.

Fund Development Support

  • Track and compile information, such as property improvement proformas, project narratives, and tenant demographics.
  • Prepare semi-annual grant reports to funders, including CDBG/HOME, County of Marin, Marin Community Foundation, Marin Clean Energy, and other rebate programs.
  • Participate in organization-wide individual donor fundraising activities.

  • Background in Community Development, Architecture, Urban Planning, Construction Management or Public Administration
  • Ability to work independently.
  • Ability to work in project teams, and with a wide variety of individuals.
  • Ability to conduct financial analysis and budget preparation.
  • Effective oral and written communication. Good interpersonal skills.
  • Excellent organizational, time management and problem-solving skills.
  • Proficient in Word and Excel, Google Suite.
  • Ability to work under pressure and successfully meet deadlines.
  • Commitment to CLAM’s mission.

Nice to have:

  • Knowledge of local, state and federal housing programs; including HCD, HUD, Low Income Housing Tax Credits.
  • Experience working in low-income communities. Knowledge of and sensitivity to the concerns and needs of lower income people.
  • Construction or property maintenance experience.
  • Experience presenting project to community members, stakeholders and prospective donors and supporters.
  • Ability to manage tension. Conflict-resolution skills.
  • Basic graphic skills sufficient to create flyers to promote activities, and capture what we do in an accessible way.
  • Spanish language capability.

CLAM's mission is to provide stable and permanently affordable homes in an environmentally responsible way in the communities surrounding Tomales Bay. As a community land trust, CLAM removes land and housing from the speculative real estate market, holding it “in trust” to serve as a long-term community asset for housing. In historically segregated Marin County, with one of the country’s most expensive housing markets, CLAM works to advance racial and economic equity by enabling families to purchase and rent homes affordably, thereby preventing displacement and empowering families and individuals to advance economically and thrive within their communities. Many who work in health care, agriculture, and the hospitality and service sectors commute 30-60 minutes to their jobs here. The lack of affordable local housing makes it difficult for local businesses and services to recruit and keep employees.

Founded in 2001, and powered by a dedicated, talented, and knowledgeable team of staff, Board, and other community volunteers, CLAM has grown to provide or facilitate housing to 63 people who work, live, and go to school throughout the community. CLAM tenants include renters, owners of two Community Land Trust homes, and those residing in affordable second units in privately owned homes facilitated by CLAM’s Real Communities Rental program. These homes only begin to meet the need for local affordable housing, and CLAM continues to work to expand the stock of housing affordable to local families, workers, and seniors. CLAM is currently involved in a multi-year project to rehabilitate a 50+-unit former Coast Guard housing site in Point Reyes Station as well as seeking other opportunities to provide affordable housing.

Presently, CLAM has an annual budget of nearly $850K and significant property assets.
