The Cornell Cooperative Extension Sullivan County's Beginning Farmer Program Manager is responsible for the programmatic and administrative direction, management, and coordination of Agriculture programs that support local agricultural economic development. In Sullivan County, this includes agriculture product, farm and food safety, new and beginning farmer initiatives, and farm business and marketing management programs. Programmatic efforts will include assistance with program development, delivery and evaluation. This individual represents Cornell Cooperative Extension’s programs to the public, community leaders, government officials and Cornell University as part of program delivery.
Required Qualifications:
- Bachelor’s Degree in agricultural production, agronomy, animal sciences, ag business or related field and relevant experience.
- Experience in agricultural production, ag business, or animal sciences education and outreach
- Experience relevant to the role of the position.
- Valid NYS Driver’s License and the ability to meet travel requirements associated with this position.
- Basic skills in the use of modern electronic technology and software (e.g., video, audio, computers, Microsoft Office Programs, social media, internet and database software, etc.)
- Ability to communicate effectively through oral, written, and visual channels and educational tools.
- Ability to work flexible hours which may include evenings and/or weekends, as appropriate.
- Ability to teach informal educational programs.
- Ability to effectively participate in professional team efforts.
- Ability to plan and organize individual work responsibilities according to priorities developed with other team members and the immediate supervisor.
- Ability to utilize program resources within the community.
- Knowledge of diverse audiences (including at-risk audiences) and local communities.
- Commitment to working in limited income urban settings with diverse program participants in their homes and surrounding communities.

Preferred Qualifications:
- Previous experience in marketing and communication related to Cooperative Extension.
- Coursework in education highly preferred.
Responsibilities/Essential Functions:
Program Responsibilities:
Program Development – 5%
- May apply subject matter knowledge to provide input in the development of educational strategies in the areas of Agriculture and Food Systems, including, but not limited to agricultural production, farm and food safety, business and marketing management practices, new and beginning farmer and related topics.
- May support the research, identification and selection of existing resources for the program.
- May influence the creation of Program materials to address client needs.
- May assist in making programmatic changes based on program evaluation outcomes.
- Assist in using a system of ongoing involvement of citizens in the program development process which expresses the demographics of the community. Ex. Ag Task Force, Program Advisory Committee
Program Delivery – 20%
- Apply subject matter knowledge to create innovative lesson plans to deliver educational programs in the areas of Agriculture and Food Systems, including, but not limited to agricultural production, farm and food safety, business and marketing management practices, new and beginning farmer and related topics.
- Teach the innovative educational program with discretion.
- Teach the existing educational program as designed.
- Foster acceptance of program, methods, and policies to address community and individual needs and consider diverse audiences.
- Serve as subject matter resource in discipline to CCE staff, constituents, and volunteers assisting with program implementation.
- Provide standard to moderately complex nonstandard responses to assist and connect constituents to resources and opportunities.
- May assist in providing highly complex nonstandard responses to assist and connect constituents to resources and opportunities.
- Interact with program participants.
- Represent CCE before the public, community leaders, government officials, Cornell or other land grant universities as part of program delivery.
- May be involved in multidisciplinary and/or multi-Association team efforts to deliver program.
Program Evaluation & Applied Research – 5%
- Implement program evaluation.
- Based on program parameters, interpret evaluation data to the constituencies.
- May assist in applying subject matter knowledge to evaluate educational program, including volunteer involvement and impacts.
- Communicate evaluation results and findings.
- Interact with various constituencies to obtain their evaluation of programs.
- May assist in analyzing collected program evaluation data.
- May assist in making recommendations for improvements.
- May assist in multidisciplinary or multi-Association team efforts to design or analyze program evaluation.
- Collect and process diagnostic laboratory samples.
- May assist in conducting applied research in conjunction with Cornell University Faculty or other Land Grant university.
Administrative Responsibilities:
Direction – 25%
Program Direction
- Plan the delivery of established educational program goals.
- Plan the structure of delivering educational programs via various methods.
- Participate as team member in developing well integrated association educational efforts.
Financial Direction
- Anticipate and project program expenses.
- Propose unit/functional budget based on established financial guidelines or procedures.
- Provide program related information to the budget development process.
- Allocate unit/function budget amounts.
Communications/Marketing Direction
- Plan for mass media efforts related to program/function.
- Plan effective strategic external and internal program communication efforts.
- May assist in planning major public affairs events and functions.
Staffing Direction
- Provide program related information to the staffing plan development process.
Management – 30 %
General Management
- Demonstrate judgement and discretion to independently solve problems and resolve conflicts that arise in the Program utilizing appropriate policies and procedures, as needed.
Program Management
- Ensure program activities conform to the Association’s Plan of Work.
- Effectively allocate program resources to accomplish Association program objectives.
- May give guidance to volunteers and staff, including those performing similar work.
Financial Management
- Monitor the Program income/expenses to ensure spending is within the program budget constraints.
- Effectively allocate financial resources to accomplish program objectives.
Coordination – 10%
- Compile resources into educational program materials.
- Implement established program schedule.
- Collect evaluation data from program participants.
- Collect applied research data.
- Collect program needs assessment data.
- Coordinate the program implementation efforts, planning and activities.
- Recruit program participants.
- Transport self and materials to program delivery sites.
- Prepare and submit expense report.
- Provide input to supervisor for budget preparation
- Assist in implementing a shared Association vision, building understanding around the mission and the advancement of the mission.
- Draft standard and nonstandard communications, requiring only occasional guidance from supervisor.
Professional Improvement – 5%
- In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
- Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.

- Support the Association to maintain a safe working environment.
- Be familiar with and strive to follow any applicable federal, state, local regulations, Association health and safety policy/procedure/requirement and standard.
