THE POSITION
The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is seeking experienced and qualified Behavioral Health Clinical Supervisor to join their team.

- SCHEDULE: Full-time, 40 hours per week, first shift, 8:00am to 4:30pm, Monday through Friday. This position may need to provide on-call and weekend coverage.

DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.
SMHA is a community mental health agency operated by the State of Connecticut Department of Mental Health and Addiction Services (DMHAS). Its primary goal is to provide high quality behavioral health services to those in our community with mental health and substance use disorders who are 18 years or older and reside in New London County and its surrounding towns. Services, which include case management, outpatient behavioral health, crisis intervention, respite care, and forensic services, are recovery oriented and offered in a trauma informed and culturally sensitive manner.
The Brief Care program provides intensive, rehabilitative support, crisis intervention, individual/group psycho-education, peer support, medication management, linkages to other community-based providers/services, coordination of services/care, and individualized skill-building in activities of daily living in order to maximize each individual’s level of independence and functioning. The majority of services are provided to clients in a residential setting and are personalized to meet the clients’ expressed needs/preferences. Liaison services include coordination of client placement with multiple hospital/community settings.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Departments of Mental Health and Addiction Services and Developmental Services, this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.
EXAMPLES OF DUTIES
Manages the staff and operations of a clinical program, discipline or specialized area; coordinates, plans and manages program activities; formulates program goals and objectives; develops or assists in the development and implementation of related policy; interprets and administers pertinent laws; monitors and evaluates staff; prepares or assists in preparation of program budget; maintains contacts with individuals both within and outside of program who might impact on program activities; ensures program compliance with standards established by outside monitoring agencies; participates in grant and contract preparation and administration; manages the recruitment, selection and retention of program staff; ensures compliance with quality assurance findings and recommendations; promotes cultural diversity in workplace and ensures client rights; identifies and plans training and development needs; analyzes problems at program level and takes appropriate action; initiates workforce planning and monitors staff utilization to meet identified goals; prepares or oversees preparation of reports; investigates and responds to critical incidents; may represent program in grievances and hearings; may perform clinical duties; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Four (4) years of professional experience in Behavioral Health Care and a Master’s degree in a clinical discipline, Public Health Administration, Health Care Administration or Hospital Administration.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been supervising professional staff.
For state employees this is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.
PREFERRED QUALIFICATIONS
- Experience running a Community Support Team/Program
- Experience working on a community-based, multidisciplinary treatment team that serves individuals with mental health and substance use disorders
- Experience completing Competency Based Job Descriptions, Employee Service Ratings, and Time and Attendance Reviews
- Experience addressing employee performance and behavior issues through the use of Performance Improvement Plans and Progressive Discipline
- Experience developing Staff Meeting Agendas, facilitating Staff Meetings, and directly leading/overseeing teams/programs
- Experience directly managing conflict among employees
- Experience directly addressing concerns raised by clients, their family members, and other interested parties/stakeholders
- Experience working in a multidisciplinary team
SPECIAL REQUIREMENTS
Department of Developmental Services: Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or psychologist.
Department of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
