Behavioral Health Professional Job at Family Healthcare of Hagerstown
The Behavioral Health Director (BHD) reports to the CEO and is responsible for providing strategic vision and leadership of all Behavioral Health services and programs. The BHD will work as a dyad leadership partner with the Operations Director to ensure effective operationalization of the vision and integration of services with other departments.
Provides day-to-day leadership and management of assigned teams and departments in alignment with the mission and core values of the organization.
- Provides supervision for clinical and administrative staff either directly or through assigned supervisors.
- Provides a working environment that promotes staff engagement.
- Leads behavioral health clinical staff recruitment planning and implementation.
- Works collaboratively with other departments to provide integrated care and further develop and innovate models of service delivery.
- Creates workflows and an environment that promotes a positive patient experience.
- Manages staff to meet and exceed assigned performance goals and quality standards.
- Provides assigned staff with regular performance reviews.
Partners with CEO in creating and monitoring departmental budgets including capital and operating budgets.
- Analyzes and interprets variance reports and adjusts budget accordingly.
- Develops and implements appropriate fiscal improvements to assist programs with meeting and/or exceeding goals.
- Leads efforts to maximize appropriate opportunities for reimbursement of behavioral health services.
Ensures that all assigned services are compliant with all agency policies, procedures and guidelines.
Ensures that all assigned services are compliant with applicable federal, state and local laws and regulations.
Evaluates the need for new or enhanced Behavioral Health programming and services with detailed implementation plans in alignment with strategic aims.
Maintains detailed working knowledge of state and regional behavioral health and substance use disorder systems and participates in regional stakeholder’s meetings.
Provides leadership and direction in the development or modification of department policies and procedures. Communicates changes to staff and monitors for compliance.
Oversees department’s participation in the Quality/Risk Management activities and Quality Improvement program. Monitors and implements quality assurance reviews and improvements.
Maintains focus on the potential to implement or enhance integration of services with other FHH clinical services.
Builds and maintains collaborative relationships with local, state and regional partners, including managed care organizations.
Represents FHH at local, state and federal agencies, conferences and other meetings regarding matters of interest or effect to FHH at the request of the CEO.

Requirements:EDUCATION
Master’s degree in Social Work, Marriage and Family Therapy, Mental Health Counseling, Counseling Psychology, or ARNP with emphasis in psychiatric care required. Business or Health Administration degree preferred but not required.
CERTIFICATIONS/LICENSURE
Licensed Mental Health professional in Maryland or eligible to obtain licensure upon hire. Must meet Maryland requirements for providing clinical supervision to Mental Health professionals. Valid Maryland driver’s license with good driving record and access to a vehicle that is legally insured to be used for off-site clinical services or supervision. Basic Life Support training certification required.
EXPERIENCE
Five (5) years’ experience as a program manager or leader with direct supervision. Experience with Behavioral Health and Substance Use Disorders preferred.

Knowledge of computer applications and equipment related to work. Ability to provide budgetary and fiscal analysis of program services. Ability to verbally communicate in English, strong organizational skills, inputting data/typing, speaking clearly, answering telephones, precise eye/hand/foot coordination, fingering/precise manipulation. Must have excellent computer skills.

ESSENTIAL PHYSICAL REQUIREMENTS
Work is normally performed in a typical interior/office work environment. No or very limited physical effort required. Occasional standing, walking, lifting, reaching, kneeling, bending, stooping, pushing, and pulling. Frequent sitting. Manual dexterity. Occasional lifting and/or moving up to 25 pounds.
ESSENTIAL MENTAL ABILITIES
Extensive knowledge of the laws, regulations, and sources of funding associated with mental health programs. Strong understanding of mental health programs and models. Able to handle multiple projects and issues. Ability to interpret state, federal and agency regulations. Skill in preparing comprehensive reports, presentations, and budgets. Sufficient human relations skill to express ideas effectively, both orally and in writing, with individuals, groups, and large audiences. Provide leadership and the ability to analyze/problem solve. Ability to plan and organize. Ability to exercise independent judgment.
Self-directing and organized. Ability to reason objectively, assess, project and plan for client needs. Ability to document concisely, accurately and timely. Ability to handle a variety of duties which may be interrupted or changed by immediate circumstances. Must be able to pay attention to detail, manipulate/ interpret numbers, perform calculations and expla in processes to clients.
ESSENTIAL SENSORY REQUIREMENTS
Ability to: read computer keyboard, monitor, and documents; prepare and analyze documents; read extensively; hear, recognize, and assess verbal presentations of clients; receive and convey detailed information orally, by telephone and in person; convey accurate and detailed instructions by speaking to others in person and by telephone.
EXPOSURE TO HAZARDS
Worker is subject to inside environmental conditions on a frequent basis with moderate noise. Worker has contact with clients and other staff and may be exposed to medical conditions presented by them.
