Distinguishing Features of the Class:
This position is responsible for assisting County employees and retirees in the administration of a variety of benefit programs such as health, dental, vision and life insurance plans; as well as COBRA and long-term disability benefits. Aspects of the position include reviewing and applying eligibility requirements and arranging and communicating to eligible enrollees the details of each benefit plan. In addition to benefits administration, the incumbent performs other administrative and clerical functions as needed, including contacting employees, retirees and insurance carriers for the purpose of ensuring effective program operation and resolving individual problems. The work is performed under the general supervision of a Human Resources Supervisor with considerable leeway allowed for the use of independent judgment in carrying out the details of the work. Supervision may be exercised over subordinate clerical staff.
Typical Work Activities:
- Provides information and descriptions of various benefit programs to employees and retirees;
- Responds to telephone calls, email, and correspondence;
- Reconciles monthly bills from multiple insurance carriers;
- Accounts for and encumbers employer and employee share of benefit contributions;
- Assists employees and retirees in the resolution of problems regarding benefits issues, calculation of benefits and payment processing;
- May research complex cases needing interpretation;
- Monitors legislation affecting all aspects of benefit programs;
- Prepares written materials explaining benefits, making oral presentations to current employees and retirees and other interested groups of enrollees about benefits;
- Assists employees and retirees with enrollment into various benefit programs including contacting insurance carriers to aid in the completion and correction of incomplete forms;
- Creates and maintains employee benefit records;
- Attends meetings as necessary;
- Performs general office duties including greeting the public and preparing reports as required;
- Organizes, manages and maintains office files;
- Travel may be required to present benefit informational sessions;
- Develops materials and presents training for staff and agency personnel involved in benefit administration.
Full Performance Knowledge, Skills, Abilities and Personal Characteristics:
- Good knowledge of modern office terminology, procedures, equipment, software and business English;
- Good knowledge of the various benefit plans offered by a school district including benefit limits, eligibility criteria, administrative and procedural requirements;
- Good knowledge of basic medical and insurance industry terminology;
- Ability to analyze and organize data and prepare records and reports;
- Ability to understand and interpret complex oral instructions and/or written directions;
- Ability to deal effectively with the public;
- Physical condition commensurate with the demands of the position.
Minimum Qualifications:
EITHER:
A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s Degree in business administration or a closely related field and one (1) year of experience working with an employee benefits program; OR,
B. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate’s Degree in business administration or a closely related field and three (3) years of experience working with an employee benefits program; OR,
C. Graduation from high school or possession of a high school equivalency diploma and five (5) years of experience working with an employee benefits program.
