INTRODUCTION
This 3-level Building Inspector classification series assures that structures that are being built, remodeled, or repaired are in compliance with appropriate State Building Codes, Oregon Administrative Rules, Oregon Revised Statutes, and County and City ordinances and requirements. To ensure compliance, the Building Inspector 1 examines structural and mechanical plans and specifications for adherence to legal requirements and conducts on-site inspections.
DISTINGUISHING FEATURES OF THE LEVEL
Performs mechanical and structural inspections for a variety of site-built homes, manufactured dwellings, and accessory buildings.
EXAMPLES OF PRINCIPAL DUTIES
(Duties assigned to this classification include, but are not limited to, the following examples. Any one position may not perform all listed tasks.)
Review plans, drawings, and specifications for proposed construction or remodeling projects. Provide information and code interpretation regarding permits, specialty codes, and compliance procedures. Work with builders, architects, engineers, and the public to correct code and permit violations.
Inspect and evaluate structural and/or mechanical aspects in all phases of construction, remodel or repair work within Tillamook County. Assure conformance with building, mechanical and fire/life safety requirements of the adopted building codes. Conduct inspections as required. Issue Stop Work Orders when directed to do so by the Building Official.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Basic knowledge of residential building construction practices and techniques; of inspection practices and procedures; of Oregon Revised Statutes, Oregon Administrative Rules, Oregon Specialty Codes, and City and County ordinances that govern building and mechanical inspection; of structural engineering and design to determine structural compliance; and of building permit procedures, plan review procedures, and code enforcement procedures.
Abilities: Able to read and interpret engineering and architectural plans, blueprints and specifications. Able to inspect materials, construction and installation of structures, and mechanical systems. Able to properly document findings and requirements. Able to communicate effectively with other employees, builders, architects, engineers, public agencies, contractors, vendors and the public. Able to use good judgment during confrontational or high intensity situations. Able to make decisions independently in accordance with established rules, regulations and policies. Able to use initiative and judgment in carrying out tasks and responsibilities.
QUALIFICATIONS
- Residential, Structural and Mechanical Certification
- Manufactured Dwelling Inspection Certification
- Park and Camp Inspection Certification
- Residential Plan Examiner
- Possession of a valid Oregon Driver’s License
If all Certifications are not current or complete, an Oregon Inspector Certification is required.
SUPERVISORY CONTROLS
Work is performed under the general supervision of the Building Official. Assignments commensurate with kind of obtained certificates are performed independently on the basis of past experience and training. The employee receives instructions regarding the scope and approach on projects and assignments and is expected to begin and complete the work on individual initiative.
GUIDELINES
Numerous guidelines, policies, procedures, codes, and ordinances affect the work being performed. The Building Inspector 1 uses seasoned judgment in determining the applicable guidelines and enforcing appropriate codes. Code alternatives are referred to the Building Official. Significant deviations from policy require prior approval. Work is checked at completion of projects.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
In the office, work is sedentary in nature. In the course of field inspections the work involves bending, climbing, lifting up to 30 pounds, pulling, pushing, reaching, stretching, prolonged standing, and walking in structures that are under construction and upon wet and sloping ground. Work can be performed in adverse weather. Safety precautions can reduce but not entirely eliminate hazards.
Tillamook County offers a generous benefits package to regular employees working 20 hours or more of the regularly scheduled work week.
Part-time regular employees working more than 20 hours but less than 40 hours will receive a pro-rated amount based on their regularly scheduled time.
Employees are eligible for insurance benefits the first day of the month following a full 30 days of employment.

The County contributions are based on the employee's gross monthly salary; earning an 8% annual interest. Employees can also contribute up to 10% of their monthly salary to the Voluntary Employee Account.
- Holiday Pay - employees are eligible for 12 paid holidays, including a floating holiday, beginning on the first day of employment
- Sick Leave - employees begin to accrue at 8 hours a month upon hire and are eligible to use leave after 3 full months of employment
- Vacation - employees begin to accrue at 8.66 hours a month beginning on the first day of employment and are eligible to use vacation days 6 full months of employment
