Job Description and Duties:

Under the general direction of the Deputy Director of Operations, a CEA B, the Business and Acquisition Services Branch (Branch) Chief provides managerial oversight of the Branch and may act in the absence of the Deputy Director. This position requires high-level planning consistent with the Lottery’s Strategic Plan, Annual Business Plan, Operations Division Strategic Plan, and Division Operational Plan. The Branch Chief’s areas of responsibility include enterprise-wide and division policy administration, contract administration and procurement services, business services, driver and vehicle management, administration and testing of the Lottery's business continuity plan, administration, and support of the Lottery's Claims Board, mail and reproduction services, administrative services support for the division, including planning and administration of the divisions budget, facilitation of procurement requests, and project management and change management processes.

Desirable Qualifications:

  • High-level management oversight and subject matter expertise of complex acquisitions programs including the procurement of non-IT and IT goods, personal services, consulting services, public works, construction services, formal bidding processes; contract negotiations, evaluating risk, and management of contract training programs.
  • Experience in maximizing performance results, including the use of performance measures, internal controls, and continuous monitoring measures.
  • Experience in management of complex program and/or process improvement projects requiring change management skills, strong communication skills, and strategic planning.
  • Experience in planning operational activities in line with department and divisional strategic plans.
  • Experience in fostering a team environment.
  • Experience in creating transformational organizational change.
  • Experience in promoting a high-performance culture.
  • Experience in building coalitions.
  • Experience in standing up new programs including recruitment and development & implementation of functional responsibilities.

Pay: $8,759.00 - $9,945.00 per month
