GENERAL DESCRIPTION
Contract Operations manages contracts that support the core functions and mission of the Texas Office of the Attorney General’s Child Support Division. Contract Operations’ mission is to build strong partnerships by creating an environment of open communication, creativity, and service to cultivate consistent outcomes that benefit the Child Support Program and the families it serves. The Business Innovation Analyst will help foster innovation in all areas of the division from writing outcome-based contracts to improving processes that support the monitoring and management of those contracts. The position requires a motivated learning style to take initiative to understand and analyze areas for improvement. The analyst must collaborate with different organizations and establish relationships to improve process-oriented business strategies. As an agile Product Owner, the position should integrate the value of a human-centered approach to product development and process design and have the ability to continuously act in the best interest of users at the center of these activities. ESSENTIAL JOB FUNCTIONS
Facilitates and coordinates the needs of multiple stakeholders across the division and various organizations.
Analyzes existing business processes, tools, and contracts and identifies opportunities for improvement.
Gathers, develops, documents, and tests user requirements for systems and contracts to produce timely and high-quality requirements-related work products.
Conducts research for Contract Operations and presents findings.
Documents or creates business processes.
Supports contract development functions, including the contract solicitation and implementation, and provides subject matter expertise to ensure contracts are written to meet business objectives.
Support Contract Operations Agile development efforts as a Product Owner or Product Lead.
Performs related work as assigned
Maintains relevant knowledge necessary to perform essential job functions
Attends work regularly in accordance with agency leave policy
Ensures security and confidentiality of sensitive and/or protected information
Complies with all agency policies and procedures, including those pertaining to ethics and integrity
MINIMUM QUALIFICATIONS
Education: Graduation from high school or equivalent
Education: Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: auditing, business administration, business or system analysis, Child Support Program, computer science, contract management or monitoring, or management information systems
Experience: Two years of full-time experience working in the following (or closely related) fields: auditing, business administration, business or system analysis, Child Support Program, computer science, contract management or monitoring, or management information systems; may substitute a master’s degree from an accredited college or university in a related discipline for two years of the required experience
Knowledge of software development life cycle and systems development life cycle concepts
Skill in business analysis methodologies; in analyzing and evaluating complex processes, policies, and issues; and in developing creative and workable solutions to complex problems and issues.
Ability to analyze and interpret technical information including regulations, policies, and automation system documentation/specifications; to communicate in writing; to translate user/business needs into a technical style; to communicate technical instructions to system users; to analyze, evaluate, and integrate business rules into system requirements;
Skill in collaboration and problem solving
Skill in basic mathematical computations
Skill in handling multiple tasks, prioritizing, and effectively meeting deadlines
Skill in effective oral and written communication
Skill in exercising sound judgment and effective decision making

Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
Ability to arrange for personal transportation for business-related travel
Ability to work more than 40 hours as needed and in compliance with the FLSA
Ability to lift and relocate 30 lbs.
Ability to travel (including overnight travel) up to 5%
PREFERRED QUALIFICATIONS
In-depth knowledge of Agile and Scrum Software Development Methodology.
Knowledge of state and federal Child Support laws
