GENERAL POSITION SUMMARY
This position will be responsible for developing and re-launching a variety of recreational programs for children and young adults with disabilities. Nationally and in Oregon Easterseals has a long history of serving children and adults with disabilities, including through residential and day camps and other recreational activities. In Oregon we are in the process of reestablishing year-round recreational opportunities for children with disabilities after a multiple-year hiatus.
This will be a hands-on position which will be directly responsible for running multiple day camp sessions during the summer and additional recreation programs during the rest of the year. It will be responsible for hiring and managing staff as well as recruiting and overseeing volunteers.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES include the following. Other duties may be assigned to meet agency needs.
Program Development
- Develop a brand-new summer day camp program in the Portland and/or Salem areas, to be launched in summer 2023.
- Working with other staff, conduct a community needs assessment regarding recreation opportunities for children with disabilities. Utilize the results of the assessment to tailor program offerings to the needs of the community.
- Network with other Easterseals affiliates around the country and local community partners, as well as parents of children with disabilities.
- Develop and implement additional year-round activities for children and/or adults with disabilities, and family members, to be launched in autumn 2023.
Recruiting & Outreach
- Develop and implement a strategy for the recruitment of new campers
- Recruit both volunteers and paid counselors to staff the day camp sessions.
- Develop and nurture relationships with local businesses, community organizations and churches.
- Build relationships to expand ESO’s footprint and advance the organization’s strategic plan.
Certifications and Training
- Attend in-person and online staff trainings
- Lead onsite orientation sessions for camp counselors
Program Management
- Actively manage all aspects of each summer day camp session, directly providing services to program participants and managing all staff and volunteers.
- Supervise staff and volunteers, creating a positive work environment
- Create and implement camp activities and schedule
- Communicate with parents before, during, and after each session, sharing updates and problem-solving
- Liaison with ESO’s Residential Camp Contractor; managing application processing and rosters
Health, Safety and First Aid
- Ensure a safe environment is maintained at all times for participants, staff, and volunteers
- Ensure proper supervision is occurring at all times, including: upholding rations, conducting face counts, and managing risk and participant behavior during activities
- Respond to and document critical incidents
- Perform CPR and First Aid
Administration
- Manage the budget for all recreation programs.
- Approve staff timesheets
- Complete monthly and quarterly reports
The Working Conditions
This will be a hands-on position and will directly involve providing services to children and adults with disabilities. During program activities this may frequently require that you provide direct personal care to program participants. Program sessions tend to be very busy and high energy and require someone who can remain calm and levelheaded while dealing with multiple demands and supervising multiple staff members and/or volunteers. Frequent standing, walking, bending, kneeling, lifting, pushing, and pulling are required. Work environment may contain dust, heat, cold, and noise.
Between scheduled program activities the position will involve significant amounts of time spent on planning and coordination. This will frequently be in an office setting but will also involve time in the community interfacing with various partners and organizations. Travel within the state is required (5% - 15%). Reliable transportation is essential, and driving is reimbursed at the federal mileage rate.

Minimum Qualifications
- Bachelor’s degree in social work, psychology, or special education preferred
- Minimum four years prior experience running or managing programs for individuals with disabilities required
- Experience with camp or other recreational programs preferred
- Experience with program development and implementation
- Willingness to develop partnerships and solicit donated supplies or program space from local businesses and organizations
- Must pass a comprehensive criminal and motor vehicle background check
- Must be certified in Adult & Pediatric CPR/First Aid/AED prior to working with participants
- Personal vehicle and ability to travel within Oregon
