Description:The Career Coach/Cultural Liaison is a contracted position with the Oregon Department of Human Services, Self-Sufficiency office. The person in this position will work closely with DHS Self Sufficiency customers and ESOL students at Columbia Gorge Community College to explore and identify career paths that lead to employment. This position will work primarily with our unemployed and underemployed Migrant Seasonal Farmworker (MSFW) and Native American populations. Duties will include receiving referrals from DHS Family Coaches as well as identifying students receiving Temporary Assistance for Needy Families (TANF) in the ESOL program and helping them to work on employability and job-finding skills. Other duties will include assisting faculty with student intakes and assessments, attendance tracking, attending outreach events, and fostering connections with local agencies and social organizations for continued partnerships. This role is a combination of case management, community outreach, and assisting our ESOL program so that from start to finish, community members are connected to education and receive the training they need for long-term family-wage employment.
ESSENTIAL FUNCTIONS

  • Engage and support customers through educational requirements, career exploration, training, job search, and successful completion of career and educational goals.
  • Assists in the intake and orientation process of students including assessment and registration.
  • Track student progress and trigger targeted and necessary interventions.
  • Maintains student database.
  • Aid students in creating educational plans to identify career goals and required resources.
  • Collaborate with agency partners, businesses, and industry for internships and subsidized and unsubsidized job placements and work experiences, especially those related to the student population.
  • Collaborate with Family Coaches to determine the appropriate service level.
  • Help plan and coordinate campus events such as informational workshops, college visitations and tours, and business and industry visits.
  • Maintain safeguards regarding confidential and/or sensitive files and documents.
  • Maintain current knowledge of regional occupational opportunities.
  • Perform other related duties as assigned.
  • Communicates regularly with department chair and instructors.
  • Assists with computer-assisted instruction of students.
  • Maintains inventory of supplies and instructional materials.
  • Maintains professionalism and confidentiality.
  • Attends all staff meetings and required community meetings.
  • Authors and creates bilingual visual marketing materials and instructional videos regarding registration and technology use in collaboration with the department chair and/or lead instructor.
  • Perform other duties as assigned by the ESOL Department Chair, the Pre-college Director, or the VP of Instruction.
  • Travel to Hood River 2-3 days per week and work from 10am-7pm at our front desk to help facilitate questions from students and community members and be available for MSFW to help share what programs and resources are available.

Requirements:EDUCATIONAL BACKGROUND AND EXPERIENCE
Bachelor's degree in counseling, education, or related field and one year experience working directly with clients in disadvantaged settings; or Associates degree and two years progressively more responsible experience working directly with clients in a disadvantaged setting; or satisfactory equivalent experience and training as determined by the hiring authority.
REQUIRED KNOWLEDGE, SKILLS, AND PERSONAL QUALIFICATIONS

  • Will require a criminal background check.
  • Spanish/English bilingual speaker
  • Spanish/English translation both written
  • Possesses excellent communication skills (writing, spelling, listening, and speaking).
  • Excellent interpersonal skills in the areas of collaboration, team participation, creative problem-solving, conflict resolution, group planning, and decision-making processes.
  • Must be highly organized and detail oriented with the ability to effectively handle multiple tasks.
  • Ability to work without close supervision.
  • Follows through to completion of assigned tasks.
  • Proficiency in word processing, spreadsheets and database software.
  • Demonstrates knowledge and good judgment in matters of college policy and procedures.
  • Encourage use of technology in the delivery of services as well as understand the challenges that faculty and students face in its use.
  • Customer focused.
  • Able to work some evenings and weekends.
  • Able to motivate diverse groups of participants
  • Able to learn about: strengths-based practice, trauma-informed practices, poverty-minded service, participant-centered practice, and motivational interviewing.

Knowledge of counseling, instructional, and guidance techniques and methods; teaching and motivational techniques; classroom management. Reasonable knowledge of sales and marketing methods and techniques; Workforce Innovation and Opportunity Act regulations; community services and resources; job search methods; labor market information; record keeping methods and practices.
Ability to plan, develop, and implement training programs; understand, interpret and apply statistical and assessment data and testing; establish and maintain an effective working relationship with peers, supervisors, employers, community resources, and clients; provide a supportive, motivational environment for adult customers from varying backgrounds and environments; understand and execute both oral and written instructions; communicate effectively orally and in writing; apply appropriate problem solving and motivational approaches in dealing with customer problems; apply sales and marketing techniques in communicating with employers and instructing customers; prepare and present informational programs; maintain accurate, thorough records; plan and organize workload and work effectively and independent of direct supervision within established timeframes and schedules; comprehend and interpret pertinent laws, regulations, and guidelines; create a positive, non-judgmental, and motivational atmosphere for customers and co-workers.
Skills in interviewing and interpersonal communication; case management.
WORKING CONDITIONS

  • Will require work in both Wasco and Hood River Counties.
  • Will require occasional travel throughout Sherman, Gilliam, and Wheeler Counties.

SCHEDULE:
Variable full-time schedule. Typically Monday through Friday 8am-5pm, but with 2-3 days per week working from 10am-7pm at our front desk to help facilitate questions from students and community members and be available for MSFW to help share what programs and resources are available. Some evenings and weekends may be required to assist with classes during peak times and assisting with registrations off campus as well as attending community events. Meetings with the Oregon Department of Human Services is also mandatory on a monthly basis and maybe required more frequency depending on case load and client needs.
TRAVEL:
Requires frequent travel throughout the Gorge.
Reliable transportation required.

During peak recruiting seasons requires long hours of standing on cement and gym floors.
