Job Description and Duties:
Under the general direction of the Staff Services Manager III (SSM III) of the Finance Division’s Fiscal Management Unit, the Research Data Supervisor II (RDS II) provides leadership and guidance over the Financial Analysis and Risk Management (FARM) Unit. The FARM Unit provides support to the Finance Division and the California State Lottery (Lottery) by developing, deploying, and utilizing a variety of business strategies, management analytics, and tactics to control risk and improve the organization's fiscal effectiveness and responsiveness to customers. The RDS II provides oversight and guidance regarding research, statistical principles, practices, and techniques as it applies to the work conducted by team members in FARM. The RDS II must coordinate and guide the efficient and effective delivery of FARM initiatives, programs, timelines, and milestones. The RDS II must monitor and administer all FARM research activities for compliance to schedule, budget, and compliance with the Lottery Act and any applicable laws.
The RDS II must foster a collaborative work environment for its direct reports to enable them to gather information from subject matter experts and stakeholders within the Lottery. The RDS II must coordinate and guide the team in utilizing industry-standard and complex cutting-edge statistical methods, tools, and techniques to evaluate data. FARM's data research is used for developing and managing performance metrics, analyzing potential risks and opportunities, and measuring a retailer's or vendor's financial strength. The RDS II leads datacentric and research derived continuous improvement initiatives to support the Finance Division's mission to maintain Lottery fiscal integrity and to uphold the Lottery’s mission of maximizing supplemental funding for public education.
Majority of work will be conducted from a home office and in a modern, climate-controlled office setting. Infrequent travel as needed. Fast-paced environment.
Important Things to Note:
-This position requires completing a current Research Data Supervisor II exam. If you need to take the exam or if your score has expired, you will need to establish list eligibility.
-The Lottery is currently operating under an Emergency Telework Program while a permanent Telework Program is finalized. Depending on the start date for this position, this position may start as 100% remote; however, the location requirement may change and in-person presence at the Lottery’s headquarters in Sacramento may be required once the Permanent Telework Program is in place.

Desirable Qualifications:
- Possessing a Bachelor's degree with a concentration in Finance, Statistics, Computer Science, Data Science, Business Analytics, Mathematics, Accounting, or Economics.
- One year of experience conducting research, utilizing the scientific method, processes, complex statistics, algorithms, and software systems to gain retail-centric insights.
- Experience in conducting enterprise-wide risk assessment reviews.
- Experience in the development of high-value performance metrics to aid in monitoring financial health and effectiveness.
- Experience in establishing a process for conducting periodic business process evaluations for gauging operational efficiency and effectiveness of internal controls.
- Experience with ensuring internal policies and procedures are current and relevant.
- Experience in identifying strategies, forecasting, and conducting trend analysis.
- Experience utilizing and promoting the principles of project management and change management.
