Behavioral Health System Baltimore (BHSB) is seeking candidates for the position of CIT Coordinator, for a full time position in a hybrid work environment, in Baltimore, Maryland. This position reports to the Associate Director, Adult Services. The Crisis Intervention Team (CIT) Project was developed through a partnership between Behavioral Health System Baltimore (BHSB), Baltimore City Police Department (BCPD), National Alliance on Mental Illness (NAMI), Baltimore Crisis Response (BCRI), and Baltimore Child and Adolescent Response System (B-CARS). It is intended to enhance the quality of law enforcement’s response to behavioral health crisis situations through training and ongoing collaboration.

The Crisis Intervention Team Coordinator works primarily out of Baltimore City Police Training Academy and is responsible for providing leadership and vision which includes, planning, coordination and systemic management of the CIT program. The role of the CIT Project Coordinator is to facilitate the implementation of the CIT Program in order to optimize the quality of the City’s response to behavioral health crisis situations. This position is also a key point of contact for various community stakeholders regarding information sharing and technical assistance for adults and families with behavioral health needs. Using different methods, the coordinator works to consistently enhance utilization and knowledge of crisis response resources by police and community leaders

Essential Functions:

  • Training and Professional Development
    • Academy Training for all new police recruits
    • In-Service Training for all Baltimore City Department Patrol, patrol command, including supervisors.
    • Dispatch and 911 training
    • CIT Certification for selected officers
    • Refresher training for all patrol and patrol command officers
    • Oversees the development and maintenance of the CIT training curriculum. This includes consistent collaboration with Baltimore City Police Department and other stakeholders to ensure curriculum and trainings align with the national CIT model and other mandates set by The Baltimore City Consent Decree, etc. Types of training provided include:
    • Provides education for police officers on how to most effectively access and utilize behavioral health resources through individual technical assistance with officers and group settings like daily roll calls.
    • Partners with Baltimore City Police Department instructors to assist in facilitating in-services and other continuing education opportunities for officers.
    • Collaborates with Baltimore City Police and Fire Departments and other community partners to develop and implement call protocols and trainings designed for 911 and Dispatch operators.
    • Provides training and participates in conferences/workshops for different community groups as it relates to de-escalation and/or other areas of CIT training.
  • Accountability and Relationship Management
    • Serves as a liaison between the police department and Baltimore City’s two crisis response providers, Baltimore Crisis Response Inc. (BCRI) and Baltimore Child and Adolescent Response System (B-CARS), in order to enhance the utilization of crisis response resources by the police department as an alternative to hospitalization and/or arrest.
    • Develops and maintains relationships with appropriate Baltimore City Police Department staff in leadership positions and facilitates good working relationships between the Police Department and community behavioral health providers.
    • Develops and maintains collaboration with other local public safety agencies, such as the Baltimore City Sheriff’s Office and Baltimore City Correctional Center, to identify their training needs and facilitate access to training that meets their needs.
    • Serves as primary point of contact for community providers to intervene when specific challenges arise in EP or other behavioral health crisis situations.
    • Collaborates with CIT coordinators in other jurisdictions to share ideas and provide support and participate in statewide efforts to promote and implement CIT model.
    • Proactively engages in relationship development and maintenance with peers, community organizations, community leaders, service providers, consumers and their families and other stakeholders
  • Leadership and Strategic Direction
    • Oversees the Training and Implementation Committee (TIC); a subcommittee of Collaborative Planning and Implementation Committee. Oversight of this subcommittee includes ensuring the CIT Training curriculum remains current, relevant and consistent with the CIT national model best practices and standards set by the Consent Decree; in addition, ensuring the subcommittee has proper and consistent representation from community stakeholders such as Baltimore City Police Department staff, BCRI, B-CARS, NAMI and other interested community stakeholders.
    • Actively participates in the larger Baltimore City Collaborative Planning and Implementation Committee (CPIC). Participation includes but is not limited to consistent collaboration with other CPIC sub-committees.
    • Develops and implements a plan to capture and track meaningful data for the evaluation of the project.
    • Actively contributes to the organization’s work with forward thinking in evaluating areas of service, systems and partnerships, both internally and externally, and provide input to areas of potential value.

Knowledge, Skills and Abilities

  • Possession of master’s degree in Social Work, Counseling/Psychology, Human Services, Public Health, Public Administration or Allied Health field
  • Minimum of five years’ experience in the behavioral health profession.
  • Maryland State Licensure in social work or Counseling
  • Knowledge and experience collaborating with Baltimore City Police Department
  • Knowledge in areas of training and education
  • Knowledge of behavioral health de-escalation skills.
  • Knowledge of Baltimore City population and service provider systems, including public behavioral health services.
  • Demonstrated cultural competence and a commitment to equity.
  • Demonstrated proficiency in program management, including program governance, data collection and reporting, and communications.
  • Must display the use of appropriate judgment to determine appropriate course of action in resolving problems and implementing project goals.
  • Experience working effectively with community organizations, community leaders, service providers, consumers and their family members and other stakeholders.
  • Experience working effectively and collaboratively with others, both internally and externally.
  • The ability to express self adequately in written and oral communication and to communicate effectively in an interdisciplinary, culturally diverse setting with staff, stakeholders, and regulatory agencies.
  • Intermediate to advanced expertise in using technology to support work processes, including but not limited to Microsoft 365 programs.
  • Ability to interact with leadership in Baltimore City

Supervisory Requirements: This position has no supervisory requirements.

This role may require travel to other locations for meetings and other business-related needs. Ability to travel locally 90% of the time is required. It is important to have access to some form of transportation to travel to off-site meetings, conferences, and site visits.

COVID-19 considerations: BHSB receives federal funding for services and is therefore subject to Executive Order 14042.
