Essential Duties and Responsibilities
Drafts approval letters for approved applications under the HDSRF program.- Drafts Financial Assistance Agreements for applications approved under the PUST program.
- Reviews and analyzes submitted documentation as required by product type.
- Drafts HDSRF grant agreements and if applicable facilitate any negotiated revisions with the Program Manager-DEP and/or Managing Director-Underwriting. Corresponds as necessary with applicants, business consultants, customer legal counsel, and the Office of the Attorney General (“OAG”). Ensures all closing documentation is fully executed.
- Coordinates closing with internal and external partners, as applicable.
- Works closely with Managing Director-Underwriting, Program Manager-DEP, and OAG in updating Authority’s standard documents and communicates revisions to appropriate staff.
- Maintains library of current versions of standard closing documents and schedules.
- Evaluates closing workflow processes to identify and implement changes to improve efficiencies for customers, and staff.
- Recommends to management any needed updates to closing processes, policies and procedures.
- Participates in special projects and assignments as requested by Managing Director or Program Manager; and assumes additional duties, as required by department workload, Authority initiatives and creation of new products.
- Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.
- Must complete annual and semiannual self-assessment as required.
- Performs other duties and special projects, as assigned.
Required Skills and Abilities
Ability to analyze basic to moderately complex legal problems, concepts, and documents with emphasis in the area of grant transactions- Draft basic to moderately complex legal documents
- Ability to read, understand and interpret; and be proficient in the program creation documents, statutes, regulations, policies and procedures; and in multiple Federal and State rules and regulations
- Familiar with legal terminology and documents; ability to accurately review legal documents for acceptability
- Ability to understand, accept and adhere to established Authority procedures
- Self-starter with the ability to work with minimum supervision
- Demonstrates emotional intelligence and exhibits robust interpersonal skills
- Ability to communicate effectively both verbally and in writing; proficient in grammar, spelling and editing; and foster communications with business and governmental professionals; and Authority staff
- Ability to prioritize workload, must be highly organized, detail-oriented, handle various tasks simultaneously and work independently within limited time constrains with little or no supervision, shift priorities and programs as necessary
- Ability to communicate effectively both verbally and in writing; proficient in grammar, spelling and editing; and foster communications with business professionals and EDA staff
- Function smoothly, effectively, and efficiently under pressure
- Adaptable to changes in the work environment; and manages competing demands professionally
- Must be able to maintain confidentiality, deal effectively and diplomatically with business and governmental professionals; and Authority staff

- Proficient in Microsoft Office Suite and the ability to learn new software packages
Required Qualifications
Education and Experience Requirements
- Bachelor’s Degree and/or equivalent professional experience
- Two to five years’ experience in a legal, financial and/or banking environment
- Formal legal training preferred
Advanced degree or industry specific certification may be substituted for 1 year of experience

- Paralegal certificate or degree preferred
- License: Staff are required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position.
