QUALIFICATIONS: An example of acceptable qualifications:

Completion of secondary education or equivalent (high school diploma or GED); experience in performance of advanced clerical tasks and/or office administration; or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities. Knowledge of Ohio’s “sunshine laws” governing open meetings and public records preferred. Previous experience taking formal meeting minutes strongly desired.

LICENSURE OR CERTIFICATION REQUIREMENTS:

Must possess ability to obtain and maintain certification as a Notary Public.

Personal computer, computer software (e.g., Microsoft Office, Outlook, other applicable computer software), recording software and related audio/visual equipment, printer, scanner, copy machine, calculator, fax machine, and other standard business office equipment.

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:

The employee has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); works in and around crowds; may have contact with emotional or distraught people; may be required to work irregular hours; occasionally required to stand, walk, stoop, kneel, crouch, or crawl on even and uneven surfaces; occasionally required to lift, carry, push, or pull objects 25 1bs. or less.

Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered sedentary work.

JOB DESCRIPTION AND WORKER CHARACTERISTICS:

JOB DUTIES in order of importance

ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:

55% (1) Carries out legislative functions of the Clerk to the Board in their absence; assists with drafting and preparing Commission agendas and resolutions through software systems, ensuring completeness and accuracy; compiles agenda items from County departments; prepares, records, and distributes meeting minutes; prepares and processes journals, paperwork, and electronic documents resulting from, or relating to, the adoption of the resolutions; attends regular and special meetings of the Board in the Clerk to the Board’s absence; complies with the Ohio Revised Code on open meeting regulations, open records laws, and other state and federal regulations regarding the conduct of the County

Commissioners’ office; maintains confidential information.

10% (2) Operates the audio/visual system and recording equipment in the Commissioners’ Hearing Room, including maintenance/storage of digital records; operates audio/visual equipment with authorized outside presenters and guests, and assists with setup and support.

20% (3) Assists the Board of Commissioners and staff with general clerical duties and provides ongoing and project-based administrative support, as needed; sets appointments for the Board; assists with general office tasks such as answering phones, processing mail, greeting visitors, and assisting the general public with inquiries, as needed, etc. Assists in preparing correspondence and communicating various messages to internal and external parties on behalf of the Commissioners’ Office.

10% (5) Assists the Board of Commissioners and the County Administrator with general clerical duties; maintains appointment calendars and weekly meeting schedules; disseminates information to the Board for review in a timely manner; prepares copies of recorded meetings for media and the general public and upon request as needed.

(6) Meets all job safety requirements and all applicable safety standards that pertain to essential functions.

(7) Demonstrates regular and predictable attendance.

OTHER DUTIES AND RESPONSIBILITIES:

5% (1) Performs other related duties as required.

(2) Attends staff meetings as assigned.

MINIMUM ACCEPTABLE CHARACTERISTICS: (*Indicates developed after employment)

Knowledge of: *County, Department, and Division goals and objectives; *County, Department, and Division policies and procedures; *personnel rules and regulations; government structure and process; data processing techniques and procedures; office practices and procedures; Ohio Open Meetings Law; bookkeeping; public relations; customer service; office management.

Skill in: computer operation; use of modern office equipment.
