Community Health Program Specialists provide administrative and technical program support in the areas of community health program planning, development, implementation, monitoring, reporting, and analysis.

The current vacancies are in Maternal, Child, and Family Health Services (MCFHS), Epidemiology and Immunization Services Branch (EISB), and Office of Strategy and Innovation (OSI); however, the list established from this recruitment may be used to fill future vacancies in other Health and Human Services Agency departments.

Maternal, Child, and Family Health Services (MCFHS)


The Community Health Program Specialist(s) will help support MCFHS Branch efforts within one of the following Programs/Units: (1) Maternal, Child and Adolescent Health (MCAH) and Chronic Disease Health Equity (CDHE). For MCAH the CHPS will be responsible for the planning, implementation, management, and evaluation of the Black Infant Health Program and Perinatal Equity Initiative. Duties will include but are not limited to manage implementation of Scope of Work activities; plan and facilitate meetings; prepare progress reports and presentations; coordinate with epidemiologist on program evaluation; and monitor and track program outcomes. For CDHE the Community Health Program Specialist(s) will be responsible for supporting Food Systems and Tobacco Retail Licensing Program with project development and management, planning and implementation of equitable and sustainable work plan strategies, assisting with contract procurement and monitoring, coordinating with community organizations and coordinate evaluation of CDHE projects. Duties will include but are not limited to policy and system change, community building, transportation planning, food systems, tobacco control, and grant writing. The incumbents will also support other special projects focused on addressing health disparities and advancing health equity by expanding capacity and services to prevent and control chronic diseases and other infections or transmissions among populations at higher risk and that are underserved, including racial and ethnic minority groups.


Epidemiology and Immunization Services Branch (EISB)


The Community Health Program Specialist will support EISB branch efforts to help improve surveillance for, and response to, infectious diseases and other public health threats by strengthening epidemiologic capacity; enhancing laboratory practice, improving information systems; and developing and implementing prevention and control strategies, specifically with vaccine-preventable diseases. The Community Health Program Specialist will support EISB program services and will be responsible for supporting the development, planning, and implementation of work plan strategies; assisting with contract scope of work development, procurement, and monitoring; coordinating with community organizations and other county programs/departments on prevention strategies; and providing supervision to program staff implementing work plan activities.

Office of Strategy and Innovation (OSI)

Community Health Program Specialists in OSI are responsible for working with community stakeholders to strategically plan, communicate and manage the activities of the Live Well San Diego community-based sectors. This award-winning sector framework arose from the initial Live Well San Diego framework and evolved into a key part of the COVID-19 response to ensure that organizations and residents have a venue to engage and gain valuable information during the pandemic. Sector efforts continue to evolve from emergency response to ongoing community partner engagement in support of the County’s vision of a healthy, safe and thriving region.

The Live Well San Diego sector framework includes the Business, Community and Faith-Based Organizations, Government and Education Sectors. This current recruitment is for a Business Sector lead. In this role, the Community Health Program Specialist will manage relationships and develop activities with and for the business community. This includes managing relationships with chambers of commerce, economic development organizations, County leaders, other County departments, and other related stakeholders. The ideal candidate will have experience gathering and responding to stakeholder needs, have strong etiquette to host meetings that may have dignitaries and officials, presentation skills (both in-person and virtual), knowledge of the business communities in San Diego, and knowledge of workforce and economic development.

REQUIRED EDUCATION/EXPERIENCE

1. A master's degree from an accredited U.S. college or university, or a certified foreign studies equivalency, in a health or social services field; AND, three (3) years of administrative or program management experience in the health care field; OR,

2. Certification that meets the California State Department of Health Services definition of "skilled professional medical personnel" (e.g., registered nurse, nutritionist, medical social worker, public health educator); AND, three (3) years of administrative or program management experience in the health care field.

Note: Supervisory experience is highly desirable.

INTERVIEWS AND HIRING PROCESS

The timeline for this recruitment is outlined below. Please note that dates are approximate and are dependent upon the successful completion of each step of the process.

  • Job Offer and Background Process begins: Shortly after the interviews.
  • Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
  • Anticipated Start Date: Start date will be based upon successful completion of background or other mutually agreed upon date

CONDITION OF EMPLOYMENT


As part of the County of San Diego’s pre-employment process, prospective candidates will undergo a background check (including fingerprinting) and a pre-employment medical screening prior to beginning County employment. Additional types of background investigations may be conducted based on the job-related activities of the position.

Employees who work at County locations subject to the California Department of Public Health State Public Health Officer order are required to be fully vaccinated. In addition, booster-eligible employees must receive their booster by March 1, 2022, or within 15 days of becoming eligible for a booster if they are not eligible as of March 1, 2022. If there are CDPH date changes for Booster compliance, employees must come into compliance in accordance with that date.

If unvaccinated or not fully vaccinated (including booster), employees in some locations covered by the Public Health Officer Orders who remain in the workplace may be eligible for an accommodation.
