Duties and Responsibilities:
Responsible for the supervision of staff including appraisals, planning, and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions.
The incumbent an employee of the Florida Department of Health in Clay County works to protect, promote and improve the health of all people in Florida through integrated state, county, and community efforts. This is an extremely independent and highly responsible position. This position requires the ability to balance a budget, utilize problem-solving techniques, have extensive organizational skills, and have strong communication abilities. The incumbent is responsible for the recruitment, interviewing and recommended hiring of subordinate positions, as well as, planning, supervision, management of workloads, deadlines, work objectives, time utilization, training, and evaluation of staff. The following statements describe some of the responsibilities and tasks of this position and the approximate time allocated for each.
Serve as the liaison for Community Health outreach, including being the contact person for requests from the community to attend external events. Provide information on outreach opportunities to designated contacts in all divisions and coordinate staff representation at events. Oversee ordering and management of health promotion materials and incentives, including accurate records of resources used, incentives distributed, statistics, and impact. Ensure the promotion of DOH health initiatives, core messages, and campaigns in the community. These duties require incumbent to travel using county vehicle.
Assists with coordination of grants and other projects from central office related to Community Health, providing management and oversight of both Healthiest Weight Florida and Healthy Babies requirements. Attends CHIP meetings, providing support and updates for the Chief Health Strategist. Works in partnership with internal and external stakeholders to develop and implement community health improvement strategies. Ensures progress and forward movement according to deadlines for any goals in which the Department of Health in Clay is the designated primary responsible party. Assists with creation and implementation of the Workforce Development Plan.
Assists in the development of campaign messages and communication tools. Solicits community partners to promote public health initiatives. Analyzes and develops data for reports to communicate public health messages. Maintains a network of contacts with other health promotion and education groups in the region for collaborations. Reviews printed materials (brochures, flyers, etc.) for DOH design standards before distribution to the public or for in-house use. Provides assistance to develop audiovisual materials for health education projects in conjunction with interns or other staff as needed. Ensures updated heath messages are posted on website. Serve as public information officer in rotation with the Public Information Officer (PIO) team, ensuring departmental representation throughout the year. Works with Disease Control staff, regional epidemiologist, and state PIO to prepare and communicate information to community partners. Cultivates and maintain professional relationships with PIO colleagues in other community and state agencies.
Serves as a Level 4 budget manager, to include preparation and monitoring of annual budget for assigned program areas. Reviews and monitors OCA budgets balances monthly, meeting with the CHD Business Manager to make adjustments.
Perform other related duties as assigned by administration and within the realm of the classification specifications of Health Counselor including participation in Special Needs Shelter functions.
Performs all the other duties as required.
Required Knowledge, Skills, and Abilities:
- Knowledge, skills, and abilities, including utilization of equipment, required for the position:
- Knowledge of Microsoft office applications, Power Point, Excel, and Publisher.
- Ability to analyze data and create reports.
- Knowledge of HMS, Change Healthcare, and supervision, and knowledge of FLDOH.
- Skill in communication including appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, educational, racial, and ethnic, sexual orientations, lifestyles, and physical abilities.
- Ability to assess budgetary needs; forecast monitor expenditures; interpret and apply regulatory materials; formulate policies and procedures; plan, develop and evaluate health education programs and services; understand regional specifics such as member population types and disease-conditions to assist in creating initiatives for targeted populations to build awareness; communicate effectively; understand and apply applicable rules, regulations, policies and procedures.
Qualifications:
Minimum –
- Must have a bachelor’s degree in one of the following: Health Education, Community Health, Health Science, or Public Health
- Must have at least 1-year documented experience as a supervisor
Preferred –
- Master’s Degree in Health Education or Public Health
