Job Description:

Construction Manager/Resident Engineer–Wastewater – California

Opportunity:

Parsons is now hiring a mid-senior level Construction Manager/Resident Engineer to join our water/wastewater group in the Los Angeles area, having responsible experience, as owner’s representative, in providing resident engineering services on wastewater treatment plant, lift station, and pipeline projects currently located in Orange County, CA. The Construction Manager provides resident engineering services to meet contractual requirements and confer with contractors regarding compliance with plans and specifications, contract terms and conditions, and quality of work from initial project commencement through startup and construction closeout. May supervise engineers, inspectors, and other assigned staff.

We need our construction managers to be versatile, hands-on, proactive, energetic, and client/owner centric, as well as have exceptional communication, analytical and management skills.

Responsibilities:

  • Perform a variety of work functions supporting the design and construction of wastewater treatment and collection systems.
  • Review construction documents including plans and specifications; interpret plans and specifications for construction work performed by contractors; ensure contractual compliance with plans, specifications, codes and safety requirements; verify that materials being incorporated into project are per specification and with approved construction practices; coordinate equipment isolations, equipment and process tie-ins.
  • Prepare progress payments to the contractor; review submittals for material and equipment conformance to design specifications and plans.
  • Perform analysis of change orders; negotiate fair and reasonable costs for change orders; prepare change order reports and documents for consideration by the owner.
  • Oversee the start-up of facilities; participate in staff training.
  • Provide technical assistance and support to engineers and project managers; provide technical training as appropriate.
  • Prepare a variety of administrative, technical, and budget reports, memos, letters, and correspondence.
  • Perform constructability reviews.
  • Maintain comprehensive contractual records and periodically monitor progress of all goods and service agreements, from inception through completion, to enforce milestones, deliverables, and post-contract warranties.

Requirements:

  • 10+ years of experience in field construction on public works projects with a solid focus on wastewater treatment and conveyance facilities.

Bachelor's Degree in Civil Engineering or a related construction field

  • Registration as a professional engineer in the State of California or a certified construction manager is desirable.
  • Demonstrated ability to manage large wastewater treatment and conveyance projects, including resolution of disputes and mitigation of risks. Experience with large-scale construction management programs is desirable.
  • Ability to read and interpret contractor’s baseline CPM schedules.
  • Ability to monitor job progress and review contractor’s schedule updates.
  • Ability to process Contractor’s shop drawings.
  • Ability to process Contractor’s request for clarifications.
  • Ability to anticipate problems and develop solutions to overcome problems.
  • Ability to respond quickly to contractor’s RFI’s, submittals and other field issues.
  • Good knowledge of estimating.
  • Experience with negotiating change order time extensions with the contractor.
  • Ability to organize and maintain construction records and utilize electronic document control system.
  • Experience with processing Contractor’s progress payments.
  • Experience with facility start-up and commissioning.
  • Experience with project close-out.
  • OSHA advanced safety training certification.
  • Ability to be stationed in a field office setting at or near a project site based on project requirements.
  • Basic knowledge of Primavera and Microsoft Project scheduling software.
  • Working knowledge of Microsoft Word and Excel software.
  • Good communication skills, both written and oral.
  • Good Team Player

$54.38 - $97.88
