The Contract Administrator will perform highly advanced (senior-level) contract management work in the development, implementation, and maintenance of contract and procurement functions. This person will assist by coordinating, developing, and evaluating a broad range of contracts for the Architectural, Engineering and Construction sectors. CONTRACT ADMINISTRATOR
The Contract Administrator will perform highly advanced (senior-level) contract management work in the development, implementation, and maintenance of contract and procurement functions. This person will assist by coordinating, developing, and evaluating a broad range of contracts for the Architectural, Engineering and Construction sectors. Work with project managers to plan procurements, develop and execute contracts for the procurement. May supervise the work of others.
The contracts administrator will handle the following:
- Monitor legal and regulatory requirements pertaining to procurement and contracting to ensure compliance with applicable rules, laws.
- Coordinate and prepare the scope of work, specifications, and conditions for new contracts; prepare contracts; lead negotiation strategies; and award new contracts and/or issue Purchase Orders (POs).
- Coordinate and monitor the development of and/or develop bid evaluation instruments and the modification of solicitation, contract boilerplate, and other contract-related documents.
- Manage facilitation of procurement-related meetings such as kick-off and pre-proposal meetings, post-award conferences, team briefings, and evaluation scorings.
- Coordinate the risk assessment process for contract monitoring and planning.
- Monitor contract performance after contract execution, including developing and tracking key metrics; monitoring compliance with deliverable and reporting requirements, drafting and maintaining controlled correspondence to document enforcement of contract terms, monitoring and reporting of vendor performance, and ensuring that contract performance and practices are consistent with applicable rules, laws.
- Collaborate with internal and external stakeholders to provide guidance regarding procurement policies, procedures, and best practices to ensure solicitations are detailed and include all required components.
- Negotiate contract renewals and amendments.
- Assist with vendor submissions of HUB Subcontracting Plans and Monthly Progress Reports for compliance.
- Assist with training new staff on new and existing policies and procedures; ensure consistent compliance with policies and procedures.
- May supervise the work of others.
- Adhere to established work schedule with regular attendance.
Qualifications
- Bachelor’s degree from an accredited four-year college or university (one year of relevant work experience related to the essential duties may substitute for one year of college, any combination of college education and additional work experience can be used to meet this requirement);
- Minimum 7 years of experience in purchasing, procurement or contracting services
- Experience working in aviation, infrastructure engineering or with professional services contracts.
- Experience drafting solicitation templates;
- Experience developing evaluation criteria and evaluation tools;
- Valid driver’s license, acceptable driving record and ability to drive a state vehicle;
- Excellent interpersonal communication skills and ability to lead team members to achieve department and company objectives.
- Detail oriented, highly organized, possess excellent written and oral communication skills.
- Ability to develop and maintain strong relationships with internal and external clients, and collaborate with team members and solve problems in a fast-paced, high volume, deadline driven environment.
- Working knowledge of various contract compensation types.
- Exposure to state, municipal, and federal contracting processes, and practices.
