The Contract Management division is seeking to fill multiple Senior Contract Services Analysts. These individuals will negotiate and monitor contracts, collect, analyze, and report service, financial, and outcome data for Human Services and Public Health.

Location and hours:

One of these positions is remote. Remote workers may be required to come on-site an average of 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours are Monday through Friday, 8 a.m. - 4:30 p.m. While this position is designated as remote based on current requirements hires must reside in Minnesota or Wisconsin.

One of these positions is hybrid and will be performed both on-site at multiple Hennepin County locations and remote as job duties require. New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
  • Negotiate contract terms with vendors including services, rates, contract payments, and service delivery.
  • Assist in determining and implementing budgets, deliverables, staffing and, performance measures.
  • Draft clear, concise, and legally enforceable contracts reflecting all terms negotiated with vendors and consistent with county purchasing rules.
  • Serve as primary contract manager for assigned Human Services and Public Health contracts and maintain official county contract files and administrative information collected from vendors.
  • Review, analyze, interpret, and communicate federal and state regulations, requirements, policies, and contract provisions.
  • Monitor and analyze vendor performance, contract compliance, contract expenditures and outcomes that includes conducting financial/programmatic reviews and site visits, issue corrective action plans and review of authorization of payment to vendors.

Need to have:
  • One of the following:
    • Master's degree or higher in business, public administration, health care administration, public health, or a social services academic area and two years or more of experience with contracting or purchasing experience.
    • Bachelor's degree in one of the above fields and three or more years of contracting or purchasing experience.
    • Bachelor's degree in any field with a minimum of two courses in business, public administration, healthcare administration, public health or social services and four or more years of relevant contracting or purchasing experience.
    • Eight or more years of relevant contracting or purchasing experience.

  • Experience:
    • And/or education in services and supports for seniors, people with disabilities, and/or the provision of human services and/or public health.
    • Strong collaboration and engagement skills with internal and external partners.
    • Preparing and presenting complex reports and other materials to a variety of audiences.
    • Developing, implementing, and managing contracting processes, policies, and procedures.
  • Ability to:
    • Draft, negotiate, and manage human services and public health contracts.
    • Establish and maintain good working relationships with stakeholders.
    • Analyze and interpret federal and state regulations and state social service rules, regulations, and policies, and to resolve contract related issues.
    • Work with limited supervision.
