Duties and Responsibilities

1. Oversees the activities and functions of the 21st Century Community Learning Centers (21st CCLC) program.
2. Provides necessary leadership to identified project counties in order to implement initiatives that result in improved student achievement throughout 21st CCLC programs.
3. Assists with needs assessment analysis, improved planning, organizational strategies and monitoring of the assigned 21st CCLC programs.
4. Works to ensure cooperative relationships among the county school districts, education cooperatives, the WVDE, institutions of higher learning, community-based organizations, faith-based organizations and other agencies, organizations, groups and businesses that are focused on initiatives to use the 21st CCLC programs to help close the achievement gap.
5. Monitors the progress of the funded subgrantees’ programs in meeting their objectives, providing project staff development, completing evaluations, and operating within their project budgets and federal requirements.
6. Ensures the programs improve learning opportunities for at-risk children and their families in the following ways: help reduce drug use and violence, provide specific opportunities for low-performing and seriously impaired schools, have adequate transportation for participants, operate safe and assessable facilities and provide for the needs of special needs students.
7. Encourages the cultivation of student learning experiences, community service and family engagement.
8. Responsible for planning, organizing, and facilitating annual sub-grantee application and selection process for the WV 21st CCLC program.
9. Responsible for participating in the national and regional 21st CCLC training conferences.
10. Performs other duties as assigned by the West Virginia Department of Education (WVDE) administrators, Federal Programs & Support Officer and Director of Student Support & Well-Being Services.

Qualifications

1. Master’s Degree in Education or closely related field required.
2. Possess’ a strong knowledge base of local, state and national 21st CCLC projects and other after school programs; Demonstrated experience managing 21st CCLC programs preferred.
3. Possess’ knowledge of federal regulations related to federal education funding preferred.
4. Extensive experience using technology devices and applications such as telecommunications (webinar), computers, software (fiscal software, database, online and learning management software, personal productivity software, word processing software, etc.), mobile devices, etc.

6. The staff member demonstrates excellent oral and written communication skills, and excellent presentation skills using current technologies.
7. The staff member understands that work assignments may change or be added, as priorities emerge with the West Virginia Department of Education (WVDE) and/or the Office of Federal Programs and Support.

TYPICAL WORK HOURS: 8:00 AM to 4:00 PM

Employment Relationship

Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is at-will and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation.

The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.
