JOB SPECIFICS
Washington County has an opening for a Budget/Financial Analyst in the department of Administration. This position, which reports to the Deputy County Administrator, is responsible for developing the system and process to create and maintain the county’s annual operating budget and capital improvement plan. The Budget/Financial Analyst works closely with county leadership and other budget analysts. They also work closely with staff at all levels of the organization outside of Administration. A successful candidate will be able to work independently and have experience with complex multi-fund accounting, financial analysis, and data validation.

- Demonstrates skills in office productivity applications and financial systems used to prepare analysis
- Experience creating and maintaining a Public Sector budget
ANTICIPATED HIRING RANGE: $81,556.80 - $96.449.60 Annually
HOURS / DAYS: Schedule will be Monday - Friday 8:00 am - 4:30 pm or 8:30 am - 5:00 pm. Hybrid work options are available. Work location and hours are subject to change based on department needs.
JOB SUMMARY
The Budget Financial Analyst develops the system and processes used to create and maintain the County's annual operating budget and five year Capital Improvement Plan and serves as a resource for other staff to provide technical expertise and budget and plan support.
EMPLOYMENT CRITERIA
MINIMUM QUALIFICATIONS: This position requires a Bachelor's degree in accounting, business administration, public administration or a related field and five years of related budget or finance experience, or equivalent.

WORK ENVIRONMENT
Work performed is sedentary in nature, and typically performed within the Government Center or satellite office. Lifting requirement of up to 50 pounds on an occasional basis. Equipment used may include, but is not limited to, computer, , calculator, telephone, and copy and fax machine.
Work interruptions are frequent. There is some pressure associated with dealing with individuals who may be emotionally charged and with project or activity deadlines and details. Driving or riding to work at a service center, attend meetings, participate in or lead training sessions, etc. may be required. May involve exposure to environmental conditions.

- Project revenue and expenses for the annual operating budget;
- Compile revenue source data from levies, tax dollars from residents, grants, and state funds;
- Conduct data and trend analysis;
- Build financial models to explain cash flow and financial impacts;
- Forecast potential cost increases for budgeted expenses;
- Consult with staff about projects, programs or plans that impact budgets;
- Review projections and potential budget scenarios with the County Administrator and Deputy County Administrator;
- Participate in strategic planning;
- Conduct feasibility studies to develop budget and financial goals;
- Review budgets and capital improvement plans;
- Coordinate the countywide budget and capital improvement plan;
- Analyze each department's written submissions and oral presentations;
- Identify taxpayer impact of budgets;
- Amend budgets;
- Develop Capital improvement process including dates, budget themes and assumptions;
- Evaluate policy issues impacting budgets of Capital Improvement Plans;
- Identify and assess the recommended budget implications and consequences;
- Review and monitor legislative activity;
- Evaluate the impact of legislative actions on the County and taxpayers; and
- Prepare position papers, presentations and relevant data for consideration by policy makers.
Provide budget and capital improvement plan support and project management:
- Review countywide budget and financial systems;
- Identify system problems and needs;
- Make and implement change recommendations to processes or systems;
- Monitor the effectiveness of changes made;
- Establish priorities and schedule project work;
- Coordinate and produce the final budget and capital improvement plan for public viewing;
- Collect data and prepare reports regarding amendments to the budget or capital improvement plan;
- Monitor the budget through the fiscal year to ensure compliance with the amended budget and make policy makers aware of any budgeting issues.
- Attend annual training to prepare for the budgeting process;
- Develop annual budget preparation training for staff;
- Facilitate budget preparation training to managers (financial statement analysis, research variances and changes that affect the budget such as legislation, grants or tax levies); and
- Respond to inquiries about preparing department budgets.
