POSITION SUMMARY

This position shall be appointed by and will serve at the pleasure of the Chief Judges of the

Superior and State Courts. Under the general direction of the Chief Judges, the Court

Administrator will plan, organize, direct and monitor court administrative activities of the

Superior, State, and Juvenile Courts.

NATURE OF WORK

This is a highly responsible management position. The Court Administrator shall supervise assistant or deputy court administrator(s) and additional staff responsible for administration, planning and research, personnel management and training, budgeting, fiscal control and analysis, case flow and facilities, and other administrative functions. It is the intention of the

Courts that this position be ministerial in nature and thus the Administrator will serve in an “at will” capacity.

This proposal recognizes the independent nature of the various classes of court and the decision- making authority of the Court Administrator will be subject to the authority of the Chief Judge of each respective Court with respect to decision affecting that court and overall subject to the authority of the Chief Judge of the Superior Court.

MAJOR DUTIES AND RESPONSIBILITIES

The following duties are normal for this position. The omission of specific statements of the

duties does not exclude them if the work is similar, related, or a logical assignment of this

position. Other duties may be required and assigned.

The Court Administrator shall:

Develop and manage a broad program of management and administrative functions for the

Superior, State and Juvenile Courts of the Blue Ridge Judicial Circuit;

Supervise a staff engaged in trial court administration, research and planning, statistical analysis and reporting of management information, personnel management and training, budgeting,

financial control, analysis of administrative methods, procedures, systems facilities and facility safety;

Provide leadership and direction to the court system in meeting its mission by establishing and accomplishing short- and long-term strategic plans;

Be responsible for the maintenance of court’s operating and fiscal records;

Represent the Court in meetings with individuals or civic and business organizations; attend speaking engagements and ceremonies; conduct correspondence with citizens, professional organizations and other county departments; generally, further the public relations aspect of the

Court’s activities;

Prepare the Court’s annual budget; authorize purchases of equipment and supplies, subject to approval by fiscal authority and within limits of the budget;

Prepare, administer and manage contractual agreements and grants involving the court system;

Prepare and circulate periodic reports setting forth a variety of financial and operational facts; review recommendations and reports of supporting Court’s agencies;

Consult with and assist the Board of Commissioners, other elected officials and boards, court officials and citizens for the purpose of explaining court functions and resolving problems;

Plans for immediate and future physical space needs for the Courts; and

Coordinate assignment of jury and non-jury courtrooms and other spaces commonly used as such, among the Superior, State and Juvenile Courts; coordinate requests for assistance and assignments of judges.

REQUIRED QUALIFICATIONS

Education and Experience Criteria:

Graduation from an accredited college or university with a J.D., M.B.A. or Masters of Public

Administration degree and at least five (5) years of experience in public administration or judicial administration; OR

Graduation from an accredited college or university with a B.A. or B.S. degree, and successful completion of a course of study or fellowship in court administration at a training approved by the National Association of Trial Court Administrators, the National Center for State Courts, or the National Association for Court Management, and at least five (5) years of experience in public or judicial administration; AND

COURT ADMINISTRATOR

A thorough working knowledge of the Georgia court system.

Job Type: Full-time

Pay: $100,000.00 - $140,000.00 per year
