The County of Yolo is recruiting to fill one (1) At-Will, full-time position in the class of Deputy Branch Director for the Adult and Aging Branch at the Health and Human Services Agency.

Definition
Under general direction, assists with planning, organizing, and directing the delivery of health and human services for a major program branch within the Health and Human Services Agency; develops, modifies and implements program policies and procedures; coordinates assigned activities with other branches, departments, outside agencies, and the general public; and acts as the Branch Director designee or in his/her absence.

Distinguishing Characteristics
This is a second-level, at-will management class that reports directly to a Branch Director, Health and Human Services. Incumbents in this class assist the Branch Director with the programmatic functions of a single branch consisting of several major program areas. Incumbents exercise direct and indirect supervision over lower level management and supervisory staff. The Deputy Branch Director, Health and Human Services is distinguished from lower level management classes, which are responsible for a major program area or a specialty functional area within a branch.

Essential Functions

Duties may include, but are not limited to, the following:


  • Assists in the management, planning, and evaluation of multi-disciplinary teams providing integrated health and human services programs within an assigned branch of the agency in areas such as Children, Youth and Families; Adults and Aging Populations; Community Health; Service Centers; or integrated programs.
  • Directly or through subordinate management and/or supervisory staff selects, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; implements discipline and termination procedures.
  • Develops and implements goals, objectives, policies, procedures and performance standards for an assigned program branch to enhance program services and operations.
  • Collaborates with executive management, peers, other county departments, outside agencies, a variety of public and private groups and community organizations on matters related to assigned branch functions; serve as staff on boards, commissions, and committees.
  • Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; obtains approval for improvements as needed/required; implements improvements.
  • Monitors State and Federal regulations and legislative activities pertaining to health and human services; evaluates the effect on assigned program activities; recommends and implements changes to policy and procedures as appropriate; ensures compliance with applicable laws and regulations.
  • Participates in budget preparation and administration for assigned branch and applicable programs; monitors and controls expenditures.
  • Provide responsible staff assistance to the Branch Director; prepares a wide variety of analytical and statistical reports for county management and outside agencies and organizations; makes presentations to a variety of audiences on issues related to assigned program branch.
  • Performs related duties as assigned.

Employment Standards

Education: A Bachelor's Degree from an accredited college or university in public administration, business administration, health administration, public health, psychology, social science, social work, behavioral science, or a related field; Master's Degree in related field preferred AND

Experience: Two (2) years of progressively responsible management experience in the delivery of health, mental health, and/or social services programs in the public sector.

Note: Some positions within this class may require possession of a Master's degree in Public Health, Social Work, Psychology, Counseling, Marriage and Family Counseling, Gerontology, or Vocational Rehabilitation; OR a Master's degree in another subject area which meets the following criteria: is from a two year program in an accredited school; requires a minimum of 45 units; has a two-semester field placement dealing with marriage, family and child issues and supervised by an LCSW or higher; and required social work caseload management and on-going counseling.

Note: Some positions within this class may require possession of licensure or certificate as a Licensed Clinical Social Worker, Licensed Marriage Family Therapist, Licensed Professional Clinical Counselor, Licensed Clinical Psychologist, Registered Nurse, Physician, or Public Health Nurse.

Knowledge Of:

  • Principles and practices of program planning, development, administration, and evaluation within a comprehensive and integrated health and human services organization
  • Principles and practices of personnel management, including employee supervision, evaluation, development and training
  • Business and management principles involved in strategic planning, goal setting, resource allocation, performance measures, and coordination of resources
  • Applicable Federal, State, and local laws, rules and regulations related to health and human services programs
  • Social, political and economic issues influencing health and human services programs
  • Public sector budget practices and administration

Acceptable forms of educational documentation are official or unofficial transcripts that list the student's name, institution name, field of study and date the degree was awarded.


For recent graduates
who have not received proof of their degree yet, a letter from the registrar's office stating that all requirements for graduation have been met and listing the field of study will be sufficient proof of graduation.
