Deputy HR Director - Benefits, Safety, Time, Leave, Employee Relations, EEO, & Grievance & Mediation

This position is one of two Deputy Directors of the Central Human Resources Office for the NC Dept. of Public Safety (DPS), which provides HR services to all divisions in this department. The primary purpose of this position is to manage and administer department-wide HR Programs in the areas of Employee Benefits, Workers’ Compensation, Workplace Safety, Time & Leave, Employee Relations, Equal Employment Opportunity, and Grievance and Mediation. This position reports to the DPS HR Director and has authority for final decision making for the HR Director when required.

As a member of the HR management team, this position is responsible for participating in developing the strategic direction of DPS HR in support of the department’s strategic plans; developing objectives in support of the strategic direction; ensuring that subordinate supervisors develop and implement tactical plans to achieve objectives; developing and managing HR metrics to measure work activities and progress towards reaching objectives; and managing an HR staff of permanent and temporary employees in a diverse array of HR operations areas.

Other responsibilities include:

  • Problem-solving for complex, new, and precedent-setting HR issues.
  • Negotiating with the Office of State Human Resources, Office of State Controller, Office of State Budget and Management, and other agencies involved in HR action and issues.
  • Serving on HR committees addressing statewide issues that impact DPS.
  • Tailoring statewide HR policies to work in the diverse divisions of DPS.
  • Resolving issues involving the implementation and application of HR policies and procedures.

This position qualifies for teleworking on a part-time basis as part of a State Telework Pilot Program. More information on this arrangement may be obtained at the time of interview.

This is a full-time position (40 hours per week) with State Benefits.

The salary grade for this position is NC24. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

The mission of DPS is to safeguard and preserve the lives and property of the people of North Carolina through prevention, protection, and preparation with integrity and honor. Included in this department are Alcohol Law Enforcement, Criminal Justice Information Network, Emergency Management, Juvenile Justice and Delinquency Prevention, NC National Guard, NC Office of Recovery and Resiliency, Samarcand Training Academy, State Capitol Police, and State Highway Patrol. Also included are these Boards and Commissions: ABC Commission, Governor’s Crime Commission, Private Protective Services Commission, and Boxing & Combat Sports Commission. DPS is comprised of approximately 6,000 permanent positions and nearly 13,000 NC National Guard temporary positions.

  • Experience interpreting and applying federal and/or state laws or policies to new or complex situations

Minimum Education and Experience Requirements

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and at least 5 years of experience in human resources,* including *3 years of experience in an HR leadership position;
or equivalent combination or education and experience.

Pay: $80,011.00 - $156,021.00 per year
