Summary:
The Director of the RCRA Remediation Program is the organizational leader of over 40 direct staff plus subcontracted personnel responsible for the execution of a nearly $450M environmental cleanup program. The RCRA Remediation Program Director is responsible for execution of thirteen regulatory-driven remediation campaigns critical to the success of the contract and of national-level interest. The Director leads the organization to develop and implement all aspects of the campaigns and associated field remediation activities to ensure compliance with local, state and federal regulations, protection of human health and the environment, and achievement of program objectives. The Director will be responsible for risk assessment, regulatory reporting, development of high-quality environmental documents, and representing the organization to the client and with local, state and federal regulators.

While working to achieve N3B LLCC objectives, the RCRA Remediation Director will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information (PII). This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.

This position reports to Program Manager for Environmental Remediation.

Essential Duties/Responsibilities (may include, but are not limited to):
  • Establishes the organizational vision and mission and develops and implements a plan for delivery of all RCRA Remediation scope areas pertaining to the regulatory Consent Order with New Mexico Environment Department.
  • Serves as first line supervisor for 5-8 environmental program managers and functional managers, and accomplishes organizational objectives through implementation of a staffing plan, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; planning and reviewing compensation actions; enforcing policies and procedures.
  • Is present in the field at job sites at least weekly to provide management presence and engagement with the workforce.
  • Communicates and interacts with clients, regulators and stakeholders in furtherance of the organization's responsibilities and objectives.
  • Achieves operational objectives by contributing information and recommendations to strategic plans and reviews; resolving problems; completing audits; identifying trends; determining system improvements; implementing change.
  • Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
  • Enhances department and organization reputation by accepting ownership for accomplishing new and different requests, and exploring opportunities to add value to job accomplishments.

Minimum Qualifications (Knowledge, Skills, Abilities):
  • Proven experience in environmental project and program management, working with state and federal regulators, and policy development within a Department of Energy environment.
  • Experience managing large organizations of 40+ professional and administrative staff.
  • Strong understanding of the Department of Energy environmental program and operations.
  • Advanced project management skills in the areas of leadership, communication, scheduling, risk management and negotiation.
  • Knowledge of business processes, management, budgeting, and business office operations.
  • In-depth knowledge of applicable laws and regulations as they relate to RCRA Remediation and environmental cleanup programs.
  • In-depth knowledge of the means and methods for performing environmental cleanups for both hazardous and radiological contaminants.
  • Experience overseeing and meeting contractual obligations.
  • Strong leadership skills.
  • Able to interact effectively with senior DOE and regulator personnel.
  • Proven analytical and problem-solving abilities.
  • Excellent written, oral, and interpersonal communication skills.
  • Highly self-motivated, self-directed, and attentive to detail.
  • Able to effectively prioritize, make decisions and direct project staff.
  • All qualified applicants will be considered; however, the successful candidate must meet the eligibility requirements to obtain and maintain a Q clearance from the United States Department of Energy.

Education and Experience Required:
Bachelors’ degree in a technical discipline combined with at least 15 years of relevant experience (Environmental, RCRA compliance, etc.). Experience should include a minimum of 6 years' of management responsibility. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.

Education Equivalency: 2 years of relevant experience for 1 year of college.

Responsibilities include: management oversight of a functional area such as contracts, subcontracts, human resources, business management, etc. Managing department personnel, planning, risk management, and project performance addressing cost, schedule, and technical quality for related Work Breakdown Structure (WBS) elements on a large system development-type contract or full responsibility for all aspects of program or department. Regularly requires analysis of alternative courses of action. Decisions have risk/reward implications for program or area of influence. Exerts influence in the development of overall objectives and long-range goals of the organization. Erroneous decisions or recommendations would normally result in critical delays and modifications to projects or operations; cause substantial expenditure of additional time, human resources, and funds, jeopardize future business activity.

Business Associations:
Represents the organizational unit as prime internal and external contact on contracts or operations. Conducts briefings and technical meetings for top management and customer representatives. Interacts with equivalent-level managers concerning matters of significance to the company. Represents the functional/business unit or program as internal & external contact on contracts or operations; has regular interaction with director & VP-level customer management; has influence over customer perceptions/opinions.

Working Conditions and Physical Requirements:
Normally assigned to perform work in an office environment. Only electrical hazards and other minor potential hazards normally found in an office environment are anticipated. Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. Present in the field weekly observing environmental conditions firsthand and engaging with employees. Field activities may require working in unfavorable weather conditions.
