SUMMARY

Under the general supervision of the E-911 Board, and the Española/Rio Arriba Communications Authority Board (“the Board”), the Director plans, coordinates and manages the E-911 Center and the E-911 Center staff: responsible for managing the day-to-day administrative affairs of the E-911 Center, and other related duties as assigned in, and ensuring compliance with, the E-911 policies, personnel rules, regulations and statutes of the State of New Mexico, and federal law. This position consists of directing and administrating all activities of the E-911 Center including personnel management, fiscal management, ensuring adequate staffing levels are maintained, and ensuring all regulations and reporting requirements are strictly adhered to and enforced; responsible for reporting activities, budget information, staff and operational issues, and regulatory compliance to the Board. Work involves the execution of independent judgement and action. This is a salaried position (not eligible for overtime compensation) and subject to call back and stand by at all times (24/365).

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. This is not intended to be an all-inclusive list of the duties, skills, and responsibilities of the Director.

  • Supervises E-911 Center personnel, plans, organizes and directs the activities of the Center, facilities, programs and equipment.
  • Coordinates communications with administration from all other entities to ensure proper flow of radio communications, regarding public safety, public works, medical and fire department.
  • Ensures that all systems, programs and equipment meet the Center’s needs in the most economic manner, consistent with budget limitations.
  • Must interpret and apply laws and rules of the FCC, Insurance’s Services Office, National Fire Protection Association, APCO as applied to public safety communications.
  • Develop practices and procedures with input from member entities for maximum utilization of system operations.
  • Prepares and maintains contracts, maintenance activities and acts as liaison with telephone services.
  • Prepares specifications for the purchase of communications electronic equipment.
  • Responsible for preparation of annual budget and submission to the E- 911 Authority Board for final approval.
  • Responsible for updating the automated communication systems for related data (i.e. trends, statistics, warrants, records, etc.).
  • Responsible for seeking and applying for grant funding available to offset costs for the E-911 Center.
  • Responsible for activities of City and County Departments in relations to police, fire and EMS.
  • Public relations, public information and public administration.
  • Handle all complaints, questions, etc.
  • Ensure all equipment is in proper working conditions and up to the highest standards. Must meet the most economic manner and is consistent with budget limitations.
  • Develop and maintain office protocol, job descriptions and SOP.
  • Develop practices and procedures, discipline, interview, hire and terminate employees.
  • Direct and participates in the formulations and implementations of goals, objectives, policies, priorities, administers and directs a comprehensive personnel program.
  • Formulates and recommends policies, regulations and practices for carrying out the various personnel programs.
  • Administers a system of employee service records and other personnel records; prepares and recommends to management revision and amendments relating to personnel matters.
  • Conducts special studies, prepares reports and makes recommendations to management.
  • Serves in an advisory capacity to management and supervision.
  • Meets with Supervisors to resolve grievances.
  • Presents budget, JPA, and statistical data, etc. to all entities for approval.
  • Other duties as may be assigned by the E-911 Authority Board.
  • Responsible for preparing agenda for Board Meetings and placing items requested by Board Members on the agenda.
  • Record Keeper of minutes.
  • Keep Board apprised of the Center’s activities.
  • Meet with Board Chair as needed for signature on documents, etc.
  • Other related duties as assigned

MINIMUM QUALIFICATIONS:

Education and experience:

High School graduation or equivalent; AND

Associate’s Degree in Business Administration, Criminal Justice, or related field; Bachelor’s degree preferred; AND

Four (4) years of progressively responsible full-time experience in public safety or emergency management; AND

Three (3) years’ experience in an administrative or supervisory position in a public safety field

Must possess and maintain a valid, New Mexico Class D driver’s license and be insurable by the E-911 Center’s vehicle insurance provider

Must have, or be able to obtain within six months of hire, First Aid and CPR certifications

Must not have been convicted of a felony, domestic violence or any other crime involving moral turpitude

Equivalent combination of education and experience may be considered

KNOWLEDGE, SKILLS, AND ABILITIES:

· Must have comprehensive knowledge of theories, principles, techniques, practices and trends of the public safety communications environment

· Knowledge of Enhanced E-911 computer aided dispatch, emergency medical dispatch and computer operations, related to services of emergency management.

· Knowledge and be able to operate computer using other software as required.

· Knowledge of police, fire and EMS operations, functions, resources and activities of City and County departments.

  • Knowledge of principles and practices of public administration and management including governmental accounting, budgeting, finance, grant management, human resource issues, resource management, and programs and services evaluation.

· Comprehensive skills in planning, organizing, coordinating and directing an emergency communications program.

  • Excellent skills in written, verbal and interpersonal communications with various groups, including board of elected officials, department heads, dispatching staff and general public.
  • Basic number and literacy skills, including ability to understand moderately complex written English, forms, logs, time sheets, policies and procedures
  • Able to prepare neat, legible, concise and grammatically correct completed forms, logs, time sheets and other reports as required.
  • Able to work under pressure, due to deadlines, within constraints imposed by budget, policy and protocols, maintaining effectiveness in spite of interruptions, situational fluidity, changing priorities and emergencies
  • Able to comply with dress code including clean/neat grooming requirements.
  • Ability to read, understand, interpret, and create and develop ordinances, codes, laws, rules, regulations, policies and procedures, and other documents governing municipal operations.
  • Ability to analyze and interpret fiscal and accounting records and prepare financial statements and reports.
  • Ability to organize and prioritize workload and manage multiple projects at the same time; ability to work under pressure and within the constraints of budget requirements; ability to meet deadlines.
  • Ability to deal effectively with dynamic and changing priorities and emergencies.
  • Ability to establish and maintain effective and cooperative working relationships with others including staff, public officials, and members of the general public; ability to maintain tact and composure when dealing with stressful situations
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.

Job Type: Full-time

Pay: $79,000.00 - $85,000.00 per year
