The Position

The Bureau of Environmental Services is a mission-driven, high-performance organization that manages Portland's wastewater and stormwater infrastructure to protect public health and preserving and restoring the health of Portland’s watersheds.

The City of Portland is recruiting for a highly experienced professional to lead the Bureau of Environmental Services, the city’s wastewater utility. The Director of the Bureau of Environmental Services is an at-will position, currently reporting to the Commissioner in Charge, and is responsible for managing a highly capable workforce of over 600 union-represented and non-represented full-time equivalent employees. The bureau has an annual budget of about $650 million and five-year CIP budget of approximately $1 billion. The Director will be someone whose experience enables them to effectively manage the Office of the Director and the bureau leadership team.

The Office of the Director coordinates bureau activities, oversees the development of the bureau budget, develops, and maintains bureau policies, coordinates with other city bureaus and key community stakeholders, and represents the bureau on various inter-bureau committees.

The bureau leadership team is responsible for the following work groups:
  • Administration and Support - (via the Director’s Office and Deputy Director) provides the organization with high-level leadership, strategic guidance, and effective oversight of the Bureau. It leads the Bureau’s workforce development and equity plan; ensures timely and appropriate response to the public, ratepayers, and regulatory agencies; and functions as the primary liaison between the Bureau, City Council, and other bureaus.
  • Business Services - provides accounting, budgeting, financial management, computer services, human resources and training services, facilities management, and loss control services. The group manages contracts and business opportunities for minority, women, and emerging small businesses.
  • Capital Project Management Office (CIP/PMO) - was formed in early 2019. The PMO facilitates effective and efficient delivery of the growing BES Capital Improvement Program (CIP) through: Through Centralized CIP budget development and management; Overall project management; Project controls administration; and Project quality assurance.
  • Delivery Programs - Leads and delivers integrated programmatic, compliance and other non-Capital Improvement Program (CIP) solutions. Delivery Programs implements, manages, and enforces regulatory programs, and cultivates community relationships. Coordinating functions such as community engagement, systems development, regulatory compliance and policy and design guidelines provides opportunities for integrated solutions to come out of planning activities.
  • Engineering Services - supports Capital Improvement Program work, designs and constructs capital projects, provides inspection and materials testing services, and provides Bureau-wide engineering services support.
  • Operations & Maintenance - operate and maintain the City of Portland’s Columbia Boulevard and Tryon Creek Wastewater Treatment Plants (CBWTP and TCWTP). Doing so while focused on: Protect human health, water quality, and the environment; Fulfill regulatory obligations; Fully incorporate safety; Achieve cost-effective and reliable performance while maximizing asset life.
  • Strategy/Integrating Planning - The Strategy team leads and guides the strategic direction of the bureau. It establishes and tracks bureau priorities and drivers, including regulatory obligations. Strategy establishes a governance structure that promotes coordinated decision-making and investment strategies bureau wide and leads implementation of the bureau’s strategic plan. Primary teams include Regulatory and Remediation, Communications, Asset Management, and Portfolio Management.
  • The Integrating Planning team leads planning efforts to address risks and opportunities at many scales. This team manages the planning process across and within all of the bureau’s different systems, such as the sanitary and combined sewer and stormwater systems, as well as our treatment plants, facilities and waterways. The solutions identified by the Integrated Planning team are carried out by other teams in the bureau, such as the Capital Project Management Office, Program Delivery Group or Operations & Maintenance.
  • Technical services - Leads and provides technology and data management as well as technical and scientific expertise on integrated planning, project, program, and other teams; evaluates asset performance; serves as a center of scientific and technical excellence. Functions include biological services and expertise, coordinated site analysis, coordination and management of monitoring projects, investigations, data strategy and analysis, field operations, geographical information systems (GIS), information technology (IT) governance, mapping, and laboratory services.

You will understand how decisions impact vulnerable populations and how decisions today in sewer and stormwater management will affect community for generations.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID. In the future, current positions classified as “full-time remote” will: 1) become a remote/onsite mix or 2) revert to full-time at a city work location.
