Director of Crisis, Consultation & Case Management Job at Johns Hopkins University
Mental Health Services is transforming into an integrated organization that provides quality care at four clinic locations; this position offers an exciting opportunity to meaningfully contribute to the new clinical service delivery model and innovative approaches to supporting the well-being of a diverse community of learners.
Reporting to the Chief Mental Health Director, we are seeking a Director of Crisis, Consultation & Case Management who will be a key member of the newly expanded and restructured MHS leadership team and is responsible for the leadership and strategic development of the unit as well as direct supervision of the Assistant Directors for the Behavioral Health Crisis Support Team (BHCST), case management and consultation services.
In collaboration with the MHS Clinical Services leadership team, the Director of Crisis, Consultation and Case Management will be responsible for the development and implementation of crisis services pathways for learners across the University, ensuring continuity of care and provider collaboration. Crisis response includes the Behavioral Health Crisis Support Team, the Access Line, contracted after-hours services, sexual assault helpline, referrals from clinicians, and partners from within SHWB and the campus community. The case management team works closely with the BHCST and other clinicians within MHS to provide referrals to community providers and care coordination for individuals stepping up or down to higher levels of care.
The Director of Crisis, Consultation and Case Management will develop and oversee collaborations between the case management team and campus partners, including the Student Threat Assessment Team and partners who manage leave and mandated assessment processes. The incumbent will also be responsible for strategic oversight of the consultation team, which will provide support to campus partners in need of consultation related to the behavioral health concerns of students and learners.
This position will have multiple reporting locations (East Baltimore, Charles Village, and occasionally Washington D.C.) during the work week. Flexible hours are required at key times in the academic year (e.g. orientation and special events) including evenings and weekends. The Director of Crisis, Consultation and Case Management will be a member of the MHS leadership team call schedule, which provides back-up support to the JHU Behavioral Health Crisis Support Team and contracted on-call services.
Specific Duties & Responsibilities
Crisis, Consultation & Case Management (CCCM) Services Administration (70%)
Creates a warm and welcoming clinical environment where clients feel supported and respected as they pursue their personal, academic, and professional goals.
Develops and implements crisis services pathways for learners across the University, including the involvement of the BHCST, Access Line, after-hours contracted services, and sexual assault helpline.
Oversees the BHCST operations, reviews schedule and ensures appropriate crisis coverage through all care pathways.
Oversees case management and consultation services to ensure smooth integration with clinical service delivery across the MHS organization.
Oversees the development of case management protocols for supportive and transitional care to learners who have been hospitalized, as well as those who need higher levels or specialized care in the community.
Oversees liaison relationships with local hospitals and care partners to support referral coordination.
Develops, maintains, and reviews clinical policies, procedures, and other written materials to reflect current crisis and case management practices and maintain fidelity to relevant accreditation standards.
In close collaboration with the clinical services leadership team, identifies and defines clinical systems issues; and implements effective solutions to ensure equitable and consistent delivery of care.
Ensures that clinical staff within the CCCM teams maintain fidelity to philosophy of care and scope of service through regular program evaluation, review of scheduling, individual clinical work plans, treatment outcome measures, peer chart review, and other relevant processes.
Serves as primary liaison to campus partners within Student Outreach and Support and student-facing organizations across the University for issues related to consultation, leaves and mandated assessment processes.
Under direction of the Director of Clinical Services, contributes to clinical service delivery reporting and data management, including utilization, demographics, staff service metrics, and other key performance indicators on a monthly basis and as requested by the Chief.
In collaboration with the Director of Clinical Services, develops and oversees back-up on-call schedule for MHS Leadership Team.
Supervision (20%)
Provides leadership, supervision, and consultation to Assistant Directors of BHCST, Case Management and Consultation Services.
Leads CCCM team meetings.
Leads or participates in key MHS staff recruitment and hiring processes.
Develops and oversees onboarding plans for BHCST, case management, and consultation services staff.
Effectively manages direct reports, including goal setting, performance evaluations, performance management, and related HR processes.
Collaborative & Other Activities (10%)
Leads and participates in multi-disciplinary clinical and administrative teams, including case consultation, peer chart reviews, committees.
Participates in training programs and professional development of staff through provision of didactic training, consultation, and seminars.
Remains abreast of current literature and research on community and student behavioral health and evidenced-based intervention strategies.
Participates in MHS leadership team call rotation.
Actively contributes to MHS leadership team activities and strategic planning.
Other duties as assigned.

Minimum Qualifications
Minimum of a Master's Degree in Psychology, Counseling or Social Work from an accredited institution.
Doctoral Degree is preferred.
Must be licensed as a mental health provider in Maryland or license-eligible (licensed as a mental health provider in another state, licensed in Maryland within 6 months). Must be licensed in Washington D.C. or license-eligible (licensed as a mental health provider in another state, licensed in Washington D.C. within 6 months).
Eight or more years of post-licensure clinical practice.
Three or more years of progressive leadership experience, and a minimum of two years in a supervisory role responsible for the management and evaluation of employees.
Training and four years or more of experience working with individuals from traditionally underserved identities including but not limited to first generation, LGBTQIA+, BIPOC, Latinx, and international learner populations.
