Job Summary:
The Director of Financial Operations is responsible for managing the financial operations for the Healthcare (FPCN) Division of RHD, including budget preparation, forecasting, and financial reporting. The Director is responsible for the monitoring and implementation of internal controls to ensure the functional areas are operating by established corporate guidelines, policies, and procedures and government, payer, and legal requirements. The Director is a key stakeholder in analyzing prospective business development; assessing financial risks and outcomes. The DFO serves as a member of the Family Practice and Counseling Network (FPCN) Executive Team, participating in network-wide strategy development, planning, and decision-making. In conjunction with the ED and DOO, the DFO provides strategic and operational leadership.
The DFO works in collaboration with the Revenue Cycle Director (RCD), the Financial Planning & Analysis Manager (FPA), and all levels of the organization to improve financial quality, define annual financial quality goals, adopt key performance indicators, set benchmarks and in collaboration with the RCD/FPA make strategic recommendations to direct and lead fiscal and revenue functions. The DFO ensures full compliance with all Federal, State, and Local legislation relative to finance and billing functions of FQHC service delivery and GAAP reporting.

Responsibilities/Duties:
  • Develop processes to drive operational efficiencies, provide the analytics to identify potential trends, risks, and opportunities for improvements making recommendations on areas where we can improve financial and operational performance.
  • Responsible for annual program and division budgets, monthly projections, and other program performance metrics. Analyzes actual results against expected performance and addresses areas for improvement.
  • Oversees the financial operations of the division, as defined.
  • Collaborates with corporate departments such as Payroll, Accounts Payable, Accounting and Audit, Compliance, Accounts Receivable, and Budget and works closely with the division management team to ensure programs comply with corporate guidelines, policies, and procedures while creating and maintaining effective relationships across groups and functions.
  • Supports program leaders with fiscal expertise and analyses to achieve fiscal and programmatic outcomes consistent with division and program goals.
  • Establishes and maintains relationships with funders and participates in contract negotiations.
  • Provides values-based supervision and development opportunities to a team of professionals to support program and division operations.
  • Leads Continuous Quality Improvement initiatives, analysis, and reporting related to the fiscal operations of the Network.
  • Coordinates all internal and external audit activities.
  • Oversees the preparation of the quarterly Medical Assistance WRAP reporting and other required reporting from third-party sources including HIT data exchanges between FPCN and outside parties
  • Oversees the reporting of visits and maintains visit reporting model ensuring the accuracy and timeliness of reporting.
  • Ensures contractual financial obligations to state, federal, and private funders are met, including the generation of UDS and data reports.
  • Leads the preparation of the Medicare Cost Report and Medicaid Cost Report, as required.

Required Education:
  • Bachelor’s Degree

Required Experience:
  • Seven to Ten years of financial management experience, preferably in Primary medical care
  • Five or more years of related work experience in a healthcare organization
  • Experience with healthcare billing and revenue cycle

Required Qualifications:
  • Possesses an extensive knowledge and understanding of all aspects of finance, healthcare operations, information systems, and management
  • Strong financial, analytical, cost control, and critical thinking skills are necessary to conceptualize ideas in an unstructured, fast-paced, dynamic, and multifunctional environment requiring creativity, innovation, foresight, and mature judgment.
  • Leadership and management skills are necessary to work effectively within a system, influence results, motivate individuals and teams, and resolve problems in a diplomatic, professional manner.
  • Excellent relationship, oral and written communication, persuasion, negotiation, and presentation skills. The candidate must be able to articulate factual and advisory information to all levels of staff, executives, the boards of directors, and others, and garner related support.
  • Computer skills, including proficiency in Microsoft Office.
  • A personal presence that is characterized by a sense of honesty, integrity, and caring with the ability to inspire and motivate others to promote the philosophy, mission, vision, goals, and values of FPCN.

Program Summary:
Family Practice and Counseling Network, a program of Resources for Human Development, is a network of community health centers providing comprehensive primary care, and mental, and behavioral health services. The Network consists of four health centers in Philadelphia – Abbottsford-Falls Family Practice & Counseling in the Northwest, the Stephen and Sandra Sheller 11th Street Family Health Services of Drexel University in the North, the Health Annex in the Southwest, and Annex West Health Center in West Philly housed in Action Wellness building (formerly Action AIDS), as well as the SBHC Collaborative, a partnership between Education Plus Health (EPH) and FPCN at CB School in Roxborough. Today the Network serves more than 20,000 patients annually and is an NNCQA-certified Patient-Centered Medical Home, and is recognized by HRSA as a National Quality Leader for Behavioral Health.
The Network’s mission is to provide person-centered, integrated, and comprehensive health services to individuals and families across their lifespans. The Network promotes resiliency and well-being among patients, staff, and surrounding communities. Network services are targeted to the surrounding communities and the advisory committee that guides services primarily consists of people from the communities served.
RHD employees and programs in the City of Philadelphia are required to follow the COVID vaccine mandate. The City of Philadelphia has issued an Emergency Regulation Governing the Control and Prevention of COVID-19 Mandating Vaccines for Healthcare Workers and In Higher Education, Healthcare, and Related Settings (“Vaccine Mandate Regulation”), which mandates vaccine for healthcare workers and in higher education, healthcare, and related settings. This mandate became Effective on August 16, 2021, and requires Healthcare Workers and certain workers at Healthcare Institutions to be fully vaccinated by October 22, 2021. Fully vaccinated means it has been two weeks since the final dose of the vaccine. Thus, we now require vaccination before starting for all new hires.
