Gardner Edgerton USD 231 serves the communities of Gardner and Edgerton in the southwest corner of Johnson County, Kansas. At the heart of two growing communities, Gardner Edgerton schools educate approximately 6,200 students. The district includes seven elementary schools (PreK-4), three middle schools (5-8) and one high school (9-12). Part of the high school is a stand-alone Advanced Technical Center (with trades programs), a TRAILS Facility (a transitional program for students with special needs ages 18-21) and a culinary kitchen and bistro.
Position Goal: The Executive Director of Business and Finance (EDBF) serves as the Chief Financial Officer for the District and is a key member of the District’s administrative leadership team, providing both strategic leadership and operational management to the District. The EDBF reports directly to the assistant superintendent and assists other administrative directors and building principals on all strategic and tactical matters as they relate to financial forecasting, cost-benefit analysis, budget management, resource allocation, and the securing of new funding for facility needs. The EDBF also has primary operational responsibility for the business services department, including financial oversight and audit, and insurance and benefit contracts. The EDBF is responsible for assisting with District initiatives (building projects, ERP integration, etc.) and plays a primary role in District strategic planning. The EDBF also serves as the financial liaison and sits on the Board of Directors for the USD 231 Endowment Association.
Preferred Qualifications:
o Minimum five years of exceptional leadership in a high-level financial role
o Bachelor’s degree in finance, business or accounting, or related field – Master’s preferred
o CPA preferred
o Minimum five years of financial experience, including high-level management experience with the day-to-day financial operations of an organization of at least 100 employees
o Knowledge of not-for-profit and/or fund accounting preferred with demonstrated evidence of familiarity of national trends and best practices in school finance
o Experience in operational and strategic planning, policy development and financial analysis
o Proven record of successful strategic and fiscal planning
o Strong professional ethics
o Ability to think creatively, collaboratively and strategically
o Good digital, written and oral communication skills
o Open, collaborative and engaging management style that promotes partnerships and builds strong relationships across communities

Essential Functions/Responsibilities:
o Financial Strategy Development and Implementation: The EDBF has a broad strategic
portfolio that includes collaborating with the district administrative team to put the District’s
resources to best use in advancing its mission
o Chief Business Officer: The EDBF provides leadership, insight, vision and an integrated
financial planning that optimizes resources in support of the District’s mission and strategic
priorities
o Committee Chair: Serves as the chair of the District’s finance committee of the Board of
Education
o Operational Responsibility: Supervises the Business Office staff in the daily operations of
payroll, accounts payable, accounts receivable, and risk management
o Supervise financial affairs of the District including internal control procedures, accounting
processes, and financial reporting
o Prepare monthly financial statements and treasurer’s report for review and approval by the
District finance committee and Board of Education
o Insure District claim payments are processed in a timely manner and in accordance with
state law
o Effectively manage the District’s long-term bond rating with Standard & Poor’s
o Develop fiscal year revenue and expenditure projections for District operations as
recommended by the superintendent and Board of Education
o Responsible for the adhering to Kansas State Department of Education reporting deadlines,
including the preparation of the related state budget documents, monthly cash balance
submissions, annual statistical reports, and submissions for state aid reimbursements
o Short-term and long-term management of the District’s local mill levy to achieve long-term
strategic planning initiatives
o Perform treasury management functions, adhering to state law governing allowable
investments
o Insure compliance with state and federal Maintenance of Effort (MOE) requirements
o Oversight of the opening, closing, and monitoring of all checking, savings, and investment
accounts of the District
o Coordinate the annual District audits with the independent CPA audit firm, Kansas
Department of Education, and other entity audits as needed
o Evaluate and implement accounting practices in compliance with the Regulatory Basis of
Accounting, Kansas Municipal Audit and Accounting Guide (KMAGG)
o Insure timely submission of Medicaid related reimbursements via School District
Administrative Claiming and annual Medicaid Cost Reports
o Closely monitor and interpret effects of legislative activity surrounding Kansas school
finance
o Oversee the timely completion of monthly bank reconciliations
o Maintain effective community relations with media outlets regarding school finance matters
and timely address financial concerns from patrons and taxpayers
o Insure respective departments are conducting annual inventory processes for District assets
o Supervision of payroll preparations and timely filing of KPERS pay period reporting,
quarterly 941s and unemployment returns
o Collaborate with the local teacher’s union/bargaining unit during annual contract
negotiations, including the compilation of requested financial and benefits data
o Prepare, present, and address financial matters at monthly Board of Education meetings, as
requested by the superintendent and Board of Education
o Responsible for debt management processes, including but not limited to continuing
disclosure requirements, refunding opportunities, and final written allocations
o Structure risk-management programs that appropriately balances cost and risk for the District’s property and casualty, and worker’s compensation policies
o Oversee all employee benefit contracts and renewals, including the District’s health insurance, dental insurance, ancillary product insurance, and 403(b) voluntary retirement and 457 deferred compensation plans
o Keep current with education laws and practices relating to school finance
o Work directly with Executive Director of Human Resources to ensure compliance with labor laws
o Seasonal evening/weekend working hours required
o Assumes any additional responsibilities as directed
