Under general supervision of the Human Resources Director, the Assistant Director oversees and coordinates all aspects of talent acquisition functions, classification, compensation, leaves management, as well as managing other HR related functions and programs. This position manages and performs work of considerable difficulty and responsibility. This position also performs administrative functions by assisting with the planning, organizing and directing the day to day operations of the Staffing Department.

Essential Duties

  • Performs high level Human Resources duties in the areas of staff recruitment, compensation, classification, leaves management, and time reporting oversight.
  • Oversees the college’s staff performance evaluation process by providing guidance and monitoring compliance.
  • Manages the Flexible Work Arrangement Program.
  • Supervises, assigns, trains, evaluates, and coordinates work activities of HR staff and serves as a resource for the Director regarding requirements and trends in the department.
  • Establishes goals and monitors progress to completion.
  • Develops objectives, and activities based on department goals.
  • Implements corrective action as needed and required.
  • Participates in the planning of the department budget.
  • Develops, prepares, generates and analyzes ongoing reports pertaining to employee personnel information and data, including issues such as staffing levels, turnover, recruitment, applicant tracking, compensation, promotions, etc. Effectively utilize the data processing system to obtain, store and analyze pertinent data and information.
  • Participates in management planning for predicting resource needs.
  • Conducts and assists with the development of long and short-range goals.
  • Develops, maintains, and implements department protocols and procedures.
  • Participates in a variety of college and university-wide initiatives and meetings to represent the college’s interests.
  • Acts as a liaison with students, faculty, and staff in facilitating university and college programs.
  • Develops, implements, and evaluates department programs.
  • Assists in the design, development and coordination of projects.
  • Provides timely information for all levels of the college on HR issues pertaining to staff and students.
  • Collaborate with committees and councils such as the Staff Success Council to champion and accelerate a culture of excellence in which people feel engaged and inspired to deliver top results.
  • Resolves problems and issues affecting the department and recommends measures to improve the effectiveness and efficiency of the department.
  • May act in place of the Director in that person's absence.
  • Performs other related duties as assigned.

Minimum Qualifications

Bachelor's degree in a field appropriate to the area of assignment AND six (6) years of related administrative experience, which includes three (3) years of supervisory experience; OR, Ten (10) years of related administrative experience, which includes three (3) years of supervisory experience; OR, Any equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved.

Desired Qualifications

  • Experience with resolving grievances or employee performance issues.
  • Demonstrated knowledge of human resources practices, regulations and standards.
  • Experience providing reports to leadership.
  • Demonstrated knowledge of FMLA, FLSA, ACA and all applicable federal, state and regulatory requirements, laws and standards.
  • Experience using Kenexa/BrassRing, Peoplesoft, DocuSign and Microsoft Office applications.
  • Experience working with Project Management tools and/or ticketing systems such as Service Now, Monday.com, Trello, etc. preferred.
  • Evidence in having: HRCI PHR or SPHR certification / SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential preferred.
  • Experience working in Higher Education and/or public state service preferred.

  • Use critical thinking to make decisions and/or analyze and report data/results of tests conducted.
  • Ability to lift and transport up to 25 pounds.
  • Frequent bending, reaching, lifting, pushing and pulling up to 25 pounds.
