Job Description:

The Director of Program Management for the Navy Mission Networks Division leads a Maritime Intelligence Surveillance and Reconnaisance (ISR) and Weapon Data Links portfolio that includes domestic and foregn military sales (FMS) programs, delivering airborne, ground and shipboard integrated avionics solutions to multiple USG and Prime customers, reporting to the Navy & Advanced Unmanned Systems VP and GM. This leader is responsible for all phases of programs from inception through completion, including cost; schedule and technical performance of company programs or subsystems of major programs. This leader manages their portfolio of programs to achieve key business and financial objectives for orders, revenue, operating income, and free cash flow for new, continuing, current and future programs.

This leader serves as primary customer interface for programs and pursuits, leads program reviews with customer to discuss cost, schedule, and technical performance by directing your team. Works with diverse set of USG organizations including NAVSEA, NAVAIR, and major platform primes to understand customer challenges and shape solutions; and then provides strategic direction to drive those opportunities to closure. Collaborates seamlessly with counterparts within the USG, our Primes, and internal to L3Harris to align common products and solutions across the Navy.

This division has significant backlog of production, sustainment, repairs and follow-on modernization programs, as well as new business captures. An effective leader in this role will have a background in leading, optimizing and modernizing a production-centeric portfolio of programs (P&L responsibility), as a prime, with demonstrated successs in a matrixed functional organization. This will ensure our integrated avionics solutions remain relevant and meet our customer’s needs across their lifecycle, anticipating market or technology shifts to ensure discriminating market advantage. You will manages product line obsolescence and product line roadmaps, identifies and fills technology development gaps across the L3Harris communications and networking product lines, in collaboration with our supply chain partners and customers. You will lead operational efficiences to ensure profitablity and producibility with production operations. Shapes future requirements and captures new business.

  • Extensively analyzes problems to seek understanding of the root cause of the problem, including broad-based consideration of relevant variables.
  • Strong technical and business background to evaluate and adjust win strategies, and proactively make recommendations to leadership to achieve desired business and financial outcomes.
  • Develops specific courses of action in program execution and capture planning, that yield predictable results and profitable return on investment.
  • Ability to develop and own and own a multi-year strategic plan for your businss, driving outcomes.
  • Strong knowledge of USG contracting, budgeting and current acquisition tends across DoDParticipates in the negotiation of contract and contract changes.

Basic Qualifications:

  • Requires both advanced business knowledge and highest level of technical mastery in functional area. Leadership capability to guide business or functional teams without formal management role. Bachelor’s Degree with a minimum of 15 years of prior related experience. Graduate Degree with a minimum of 13 years of prior related experience. In lieu of a degree, minimum of 19 years of prior related experience.

Preferred Qualifications:

  • ACTIVE TS Clearance with SCI Clearance preferred.
  • Demonstrated leader who has lead and optimmized production programs across their lifecycle, including major ECPs and shapiing follow-on new business.
  • Experience collaborating with large Aerospace and Defense primes.
  • Demonstrated experience leading large captures and campaigns that drive measurable growth.
  • International business experience with Foreign Military Sales and / or Direct commercial sales is a plus.
  • Prior proven Profit and Loss (P&L) leadership required
  • Demonstrated experience managing complex programs, with successful outcomes.
  • Extensive Experience with earned value program management and risk management.
  • Experience leading matrixed organizations.
  • Current or in-scope Top Secret security clearance is required.
  • Ability to travel domestically and internationally as needed
