SUMMARY


Under general supervision of the Director of Purchasing, the Associate Director of Purchasing serves as the subject matter expert as it relates to the procurement of all professional services and goods, including but not limited to, design and engineering services, construction related services, consulting services, materials, supplies, furniture, fixtures, and equipment, and all other applicable procurement related activities. Assists management and training of junior staff members of the Procurement Department. Directs the procurement process for formal and informal competitive bids, request for qualifications, and solicitations. Assists with management of the formal solicitation process by planning, forecasting and advising on current trends and market conditions, and performs related duties as required or assigned.


ESSENTIAL DUTIES AND RESPONSIBILITIES

(Incumbent performs a majority of the following duties)


  • Manages procurement for key District cost centers as assigned i.e. Operations, Transportation and or others as assigned and other district budget centers.
  • Manages the development of acquisition plans, reviewing requirements for compliance with regulations and policies; advises customers, administrators and cost center managers in the area of source alternatives, product selection, price competition, change orders, budget issues, account code problems and the proper expenditure accounts.
  • Directs, plans, and organizes the procurement departments work to meet the organization’s goals and objectives. Supervises staff and reviews, assigns and priorities work assignments. Provides guidance and coaches for performance. Conducts performance management evaluations on employees within the area of assignment.
  • Works with architects, engineers and technical personnel in the development of specifications for large complex construction projects; coordinate schedule of bids, conducts pre-bid meetings, bid openings, and assists in the evaluation of bids, and makes award recommendations.
  • Manages the procurement staff in the development of specifications, terms and conditions, and makes determination of contract types issued in the solicitation of formal bids and/or request for proposals/quotations for the procurement of equipment, supplies, materials and services including construction type contracts.
  • Directs the contract actions, enforces competition requirements, evaluates contractor 's qualification, process change orders and progress payments; cancels contracts and recommends contract termination to legal counsel.
  • Facilitate a teamwork environment by mentoring; participating in and/or conducting training on various departmental and industry-related topics; ensure open lines of communication throughout the organization.
  • Maintains knowledge of current trends and developments in the field by reading appropriate books, journals, and other literature and attending related seminars, conferences.
  • Responsible for the development of the operating budget for the Procurement Department and for managing the Department within the operating budget.
  • Responsible for reviewing any proposed procurement legislation with Legal and the Director of Purchasing of the potential effects to procurement and developing applicable policies and procedures in conjunction with the appropriate established guidelines.
  • Serves as supervisor on purchasing matters to junior purchasing personnel. Supervises the preparing, verifying, abstracting, controlling or closing out of procurement documents.

KNOWLEDGE, SKILLS AND ABILITIES


  • Comprehensive knowledge of government procurement laws, rules, regulations, Ohio Revised Code, DPS procurement policies, practices, and procurement functions and operations including formal bid procedures.
  • Comprehensive knowledge of the assigned commodity or service category, market conditions and trends that could affect the bid process and the sources of supply including vendor capabilities and performance.
  • Good knowledge of the organization and functions of large public school systems. Ability to research and develop new supply sources to provide appropriate competition and to work with potential suppliers to meet DPS needs in an equitable and timely manner.
  • Comprehensive knowledge of technology and familiarity with online procurement solutions. Demonstrated experience working with Microsoft Office Suites and other procurement software.
  • Ability to communicate clearly and concisely, orally and in writing; analyze and prepare a wide variety of procurement contracts and documents; conduct research on procurement issues and prepare sound advice.
  • Extensive knowledge of procurement principles and procedures; extensive knowledge of state, federal, local procurement laws;
  • Ability to work effectively with a wide range of constituencies in a diverse organization; must be able to work independently with minimal supervision and administrative support.

MINIMUM EDUCATION AND EXPERIENCE


Bachelor’s degree in business management or related field from an accredited educational institution, plus five (5) years extensive experience in managing the procurement of goods and services and the involvement in the award of large complex professional services contracts, and managerial experience; minimum seven (7) years’ experience in governmental procurement and contracting, or the equivalent in education and experience to provide the knowledge, skills and abilities listed above.
