DSHS DVR Forms & Records Analyst 3 - Public Records Specialist


The Division of Vocational Rehabilitation (DVR) has an opportunity for a Forms and Records Analyst 3 with a keen eye for details. Bring your technical experience and join our small team of Public Records Specialists in Lacey, WA. You will be the go-to person for our division when it comes to questions about records management and privacy. You will work closely with the other records staff to identify and fulfill records requests and will enjoy collaborating on complex projects as part of our cohesive team. You will actively engage in electronic document management conversion activities and be the liaison representing our unit. On a daily basis, this position will review records and apply relevant redactions in the provision of documents under the public records act (PRA).

This position will be working within a hybrid telework model, with at least a day or two per week in the Lacey headquarters Office or other records management locations in the Olympia area.

Some of what you'll do:
  • Document requests in the Agency Records Request Tracking System (AARTS) and assign tasks to self and others
  • Review records requests to determine scope and list potential stakeholders
  • Send written responses to requesters and provide an estimation of the time when the records will be provided
  • Search and collect records
  • Redact or withhold records when needed, citing the applicable exemption regulations
  • Correspond with requesters
  • Disclose records
  • Research, analyze, and interpret different state and federal regulations based on specific requests
  • Serve as the DVR designated Lead Privacy Coordinator under DSHS Administrative Policy 5.01
  • Act as the public records unit liaison between contracted EDMS vendor(s) and DVR field staff to triage issues related to electronic records management processes and procedures
We are looking for professionals who demonstrate:
  • Experience meeting deadlines with consistency and attention to detail
  • The ability to work well in both a team atmosphere and independently
  • Experience using large databases to retrieve information
  • Proficiency in the use of computer redaction software
  • Excellent judgment, critical thinking, and analytical skills
  • Excellent written and verbal communication skills
Who Should Apply?

Bachelor’s degree in business administration, accounting, industrial engineering, or a related field and two years of experience in forms and/or records management

Or

High school graduation or equivalent and four years of experience in forms and/or records management. Experience may be substituted, year for year, for the required education. Experience includes forms and records management, planning, policy analysis, coordination, and consultation with a variety of public and private agencies, organizations, and/or levels of government. Preference will be given for experience conducting research and analyzing policies, laws, rules, and regulations
