DevTech is seeking a
Team Lead to advise on the design, implementation, analysis, and dissemination of findings of a Rapid Assessment (RA) on school dropout in El Salvador under the USAID financed LAC Contract. The aim of the RA is draw on behavioral economics/science to understand the social and behavioral factors that make a student in El Salvador interested in dropping out of school or continuing their studies and being motivated to learn. The rapid assessment will inform USAID/EL Salvador basic education programs design and implementation as well as national education policy to increase student retention and prevent drop out.
While this RA is envisioned as a mixed-methods study, the Team Lead will draw on a behavioral science approach to design quantitative and qualitative data collection instruments including desk review of school census, and international and national statistical databases, interview and focus groups questionnaires, observation tools, etc. Some data collection is expected to take place remotely. The sample for this study will be students between grades 6 and 7, and between grade 9-12 in the cities of Santa Ana, San Miguel, and San Salvador in selected municipalities as well as their teachers, school principals, and families. The Team Lead will coordinate the assessment with an international education specialist, a local research institution and DevTech’s program manager and director. Final sample and the unit of analysis will be defined in collaboration with the local research institute and USAID’s approval.

What are the push, pull, and falling out of school factors and stressors that lead to students dropping out of school?- What is the currently available data that demonstrates the problem of student dropouts?
- What are the connections between social and behavioral attitudes and academic achievement making a student successful in school?
- How can teachers manage academic skills and behavior at the classroom level?
- How are families engaged in decisions made at the school level to improve student retention?
- What are effective communication strategies to reduce student dropout at the school, community, and national levels?
- How simple principles and technics of behavioral science can improve student support and nurture stronger outcomes and relationships?
- How to be successful in helping students to continue their studies?
- How can you identify key success factors that motivate children/youth to continue studying?
- What are effective practices to support the Ministry of Education at the central, departmental, community, and school levels to reduce student dropouts?
- What are school effective practices that can be applied in rural and urban communities to improve student retention?

Minimum Qualifications:
- Master’s degree or higher in Economics, Education Policy, Program Evaluation, or related field.
- Quantitative research experience assessing large scale international development/or education interventions.
- Demonstrated experience in designing and conducting mixed method evaluations.
- Experience applying behavioral economics/sciences into social sector solutions.
- Ability to oversee the production of a high-quality assessment report that includes data visualizations.
- Excellent interpersonal skills; and
- Fluency in written and spoken Spanish and English.
Preferred Qualifications:
- Practitioner implementing behavioral economics in public policy interventions in the LAC region.
