Provide project management assistance and technical engineering support with quality control of monthly energy and water data using NexGen IT. Assist developing, implementing, and tracking various programs associated with the EISA 07, section 4322, and the collection of energy conservation opportunities (ECO) data into FEMP Compliance Tracking System (CTS) and NexGen IT to include assisting in the classification and management of Installation Covered Building data, Building Energy Audits, and on the tracking and data management associated with installation resilience and advance meter programs. Assist with the preparation, quality control, package writing, and coordination of various AF, DOD and Federal energy and water reports, including the Annual Energy Manager and Resilience Report to Congress, quarterly progress reports, monthly data review reports, and ad-hoc reports as requested by higher headquarters. Provide training and other support to Air Force installations on the use of CTS and NexGen IT. Provide assistance and advise to the Government with developing data integration and analysis tools, such as Data Decision Dashboard Tool and with reviewing Installation Energy Plans and Resilience Solution Reports. Assist in the coordination of various AFIT classes, such as the Facility Energy Manager and the Certified Energy Manager courses. Provide Help-desk type support to Installation Energy Managers by answering phone calls and responding to emails. Analyze and create reports related to Installations energy and water costs and consumption data.

REQUIREMENTS

  • Minimum of 3-10 years of facility energy management, utility engineering management or energy contract management
  • Minimum of 10 years of facility energy management, utility engineering management or energy contract management
  • Proficiency in computer skills to work and maintain SharePoint, websites, input data and perform utility rate analysis support using computer software such as Microsoft Office, Adobe Acrobat Professional.
  • Bachelor’s degrees in engineering, architecture, or physical sciences
  • Technical writing and evaluation of complex and highly technical A&E and construction proposals
  • Experience with, or the ability to develop understanding and experience in the following: Utility Rate Management, Utility Operation and Regulations, State Renewable Portfolio Standards, DoE BLCC, Adobe Acrobat, VPN connection software, Automated Civil Engineer System (ACES-PM) database management and DoD and AF financial management processes, procedures, and regulations.
