About the Tribe

The Coyote Valley Band of Pomo Indians (“Tribe”) is a federally-recognized Indian Tribe located in Redwood Valley, Mendocino County, California. The Coyote Valley Reservation (“Reservation”) is 120 miles north of San Francisco and seven miles north of the town of Ukiah. The rural community of Redwood Valley is in the heart of California’s wine country, nestled among rolling hills of oak trees and vineyards. The beautiful Mendocino Coast is a fifty-mile drive west, and the famous “Avenue of the Giants” Redwood National Forest is a two-hour drive north on Highway 101. Lake Mendocino is a short five-mile drive south and Clear Lake is a twenty-five-mile drive southeast. The Tribe operates a number of governmental departments including a tribal police force, tribal education, health, housing, social services, recreation, and environmental protection departments, among others. In addition, the Tribal Government operates a Tribal administration complex providing administrative support, accounting and fiscal accountability, and human resource functions for the Tribe. The Tribe also maintains a learning center, swimming pool facility, gymnasium and park. Our tribal corporations own two gaming facilities, a convenience store and gas station and are in the process of building a new hotel and overhauling our infrastructure. The intent of the Tribe is to reach total economic self-sufficiency for the purpose of enhancing the quality of life of our Tribal members, while making positive contributions to the greater community.

JOB SUMMARY

This position is responsible for the overall coordination and administrative management of Tribal Environmental Protection Department and all EPA projects and programs of the Coyote Valley Reservation, reducing the overall carbon footprint and develop and implement a reservation wide solid waste and recycling program. The EPA Director will administer and as needed write grants, develop and manage program budgets, identify viable grant opportunities, supervise and direct staff, develop and coordinate departmental activities and develop applicable tribal codes and ordinances relating to Environmental Protection for presentation to the Tribal Council.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

• Manage and direct all Tribal EPA Department Projects and Program activities
• Conduct annual environmental needs assessment for the Reservation
• Develop, implement and manage a comprehensive tribal recycling program
• Develop, implement and manage a comprehensive solid waste reduction and waste management program
• Develop, manage and implement tribal energy efficiency and alternative energy programs for tribal members residing both on and off the Reservation
• Develop and implement environmental best practices for all tribal entities
• Research and identify environmental protection department grants and other funding opportunities
• Manage grants and tribally funded program performance objectives outcomes
• Comply with all grant, reporting and purchasing guidelines and controls
• Oversee department compliance with tribal fiscal policies
• Supervise and direct all fulltime, part-time and seasonal department employees
• Supervise and direct environmental protection project specific hired contractors
• Responsible for annual EPA GAP and CWA grant funding proposal development and implementation
• Attend Tribal Council meetings as requested or planned
• Participate in Tribal events including non-profit events
• Continued outreach to the community including door to door interactions
• Travels as necessary to accomplish program and tribal goals and objectives
• Available to work weekends and evenings when required
• Maintains professional behavior with positive representation of Coyote Valley while on and off the clock
• Must maintain strict confidentiality during and after employment
• Perform other duties as assigned

Minimum Qualifications

• To perform this job successfully, an individual must have at least:
• A Bachelor’s of Science Degree
• Knowledge of and experience with EPA Federal regulations and standards
• Knowledge of and experience with Federal and State agencies providing services to organizations
• Knowledge of and experience with environmental principles, methods and techniques necessary and required to monitor and evaluate environmental resource contracts with professional consultants and contractors
• Experience with Bio-assessment methodology and the ability to implement monitoring to comply with the Federal Clean Water Act
• Two years of staff supervisory experience required
• Candidate must be of good integrity, honest and trustworthy
• Must have a valid Driver’s License, insurable, and own reliable transportation
• Must be fully vaccinated with the primary series of an accepted COVID-19 vaccine.

• Ability to learn and comprehend complex Tribal, Federal and State EPA program guidelines
• Ability to concentrate on work in an environment that may be noisy or intense
• Intermediate to advance level Microsoft Word, Excel and Outlook user skills required
• Ability to learn and comprehend the requirements and procedures required under the various federal laws, regulations and Executive Orders pertaining to cultural resource management, especially the Natural Historic Preservation Act of 1966, the National Environmental Policy Act of 1969 (NEPA), Fish and Wildlife Coordination Act, Clean Water Act, and the Endangered Species Act
• Ability to learn and comprehend GIS data collection surveying and mapping tools

• Ability to communicate effectively both written and orally

Reasoning Ability

• Must have the ability to deal effectively and interact well with tribal members, customers and employees.
• Must have the ability to resolve problems/conflicts in a diplomatic and tactful manner

Pay: $65,000.00 - $75,000.00 per year
