Supports increased resilience to disasters through the implementation of multi-year federal Hazard Mitigation Assistance (HMA) programs including Building Resilient Infrastructure and Communities (BRIC), Pre-Disaster Mitigation (PDM), and Hazard Mitigation Grant Program (HMGP). Supervises up to five hazard mitigation specialists responsible for programmatic and financial management for BRIC, PDM, and HMGP. Conducts briefings and meetings with potential mitigation applicants, accepts and reviews project applications, provides technical assistance for compliance and technical merit, and prepares recommendations for action. Conducts mitigation training and information sessions with audiences with varied levels of awareness of mitigation. Conducts project completion compliance inspections and resolves routine issues and problems. Monitors subgrantee financial and regulatory compliance in accordance with federal regulations and grant requirements. Provides oversight for and approves reimbursement reviews and grant closeouts. Coordinates and interfaces with other mitigation-related activities and programs. Serves in the State Emergency Operations Center or in an affected area during actual emergencies and during exercises and drills. Reports to the State Hazard Mitigation Officer.
A bachelor’s degree and two years operational and/or administrative experience in an emergency management, project management, or grants administration-related environment. Supervisory experienced required. Knowledge of emergency management and/or grants management functions is preferred.

Must possess the ability to comprehend, interpret, and apply grant regulations and procedures. Must possess the ability to establish and maintain professional relationships with state, county, municipal, and federal government agencies. Must be able to communicate effectively orally and in writing. Must be able to meet security requirements to obtain and maintain access to required federal and state systems including NEMIS.
