OVERVIEW OF THE EQUITY & INCLUSION MANAGER ROLE:

The Equity & Inclusion Manager will provide subject matter expertise to Health Department senior leaders and staff for the Department’s diversity, equity, and inclusion initiatives and projects. The ideal candidate will play an integral role in supporting managers and supervisors to lead inclusively with race and create workplace environments where employees experience trust, safety, and belonging. This position is part of the Health Department’s Leadership Team.

Salary range for Equity & Inclusion Manager: $82,632.41-$123,947.54

ESSENTIAL RESPONSIBILITIES FOR THE EQUITY & INCLUSION MANAGER:

Equity & Inclusion Program Management

· Direct, manage and administer the Office of Equity and Inclusion (OEI) for the Department

· Develop a peer learning culture among the team and create an environment for effective collaboration

· Implement a project tracker to manage and delegate requests from the Department and issue regular reports on completed projects and engagements

· Ensure internal communication to increase staff engagement and awareness about OEI’s work design and implement employee pulse surveys

· Evaluate the effectiveness of Department DEI training, education, and engagement

· Create program materials, templates, and presentations to educate management and staff on DEI topics and issues

· Participate in countywide equity efforts and committees to develop a network of resources

Departmental Equity & Inclusion Initiatives and Strategy

· Collaborate with Department leadership to create a common language, shared vision, and strategy for the Department’s transformational equity initiatives

· Analyze and gather organizational data (e.g., surveys, focus groups, and executive interviews) to apply results to the development of biennial plans that prioritize the Department’s equity work

· Design and manage employee engagement activities related to equity and inclusion

· Ensure support for division leaders and their teams in implementing the Workforce Equity Strategic Plan

· Develop and facilitate education and training on various subjects related to diversity, equity, and inclusion (DEI), fostering a shared understanding and purpose

· Convene the Equity Collaborative and support equity leaders across the Department to share best practices and lessons learned

· Provide oversight and support to the Department’s Equity Committee and Equity Leadership Programming, respectively

Leadership Coaching and Consultation

· Advise on best practices, trends, challenges, risks, and opportunities regarding equity and inclusion matters

· Support senior management in evaluating, monitoring, and analyzing business and operational practices for opportunities to advance equity

· Analyze HR data and trends (e.g., advancement, hiring, recruitment, termination) for patterns impacting workforce equity

· Provide recommendations for improvements that support an inclusive and equitable work environment

· Coach division leadership to integrate equity leadership competencies

· Work collaboratively with HR and Management to ensure departmental policies and practices comply with Equal Employment Opportunity laws (EEO) and requirements and support the County’s Equity Lens

County Liaison

· Serve on the countywide Workforce Equity Committee as a representative of the Health Department

· Collaborate with other departments by sharing best practices, strategies, and training content

· Partner with OEI on employee-focused programming

· Lead through consensus building and collaboration with Department and County staff, Employee Resource Groups, and other stakeholders’ groups

PREFERRED SKILLS AND KNOWLEDGE OF THE EQUITY & INCLUSION MANAGER:

· Knowledge of equity and empowerment framework and targeted universalism in policy, program, and organizational decision-making

· Proven ability to navigate complex political situations and diverse perspectives of stakeholders; exercise tact and diplomacy when dealing with sensitive and complex situations, and negotiate agreements while balancing disparate points of view

· Experience in supporting and implementing racial equity strategies

· Able to lead through influence rather than positionality

· Experience with supervision and/or management, and working within a unionized environment

EDUCATION AND EXPERIENCE OF THE EQUITY & INCLUSION MANAGER:

· Minimum of 3-5 years of experience in Diversity, Equity, & Inclusion or Accessibility and Belonging

· At least 2-3 years of project coordination or supervisory experience

· Bachelor’s Degree or equivalent transferable skills

COVID-19 Vaccination Requirement: To protect the health of the community and employees, Multnomah County requires employees to be fully vaccinated against COVID-19 or have an approved medical or religious exception as a qualification of employment. The rule applies to all employees, as allowable by law. ALL CANDIDATES who receive an offer of County employment must provide proof of vaccination upon hire or submit an exception request before their state date.
